SR - AGR-3217.O.1 - FIRST AMENDMENT TO AGREEMENT FOR COMPUTER AIDED DISPATCH/RECORDS MANAGEMENT SYSTEM1. SUBJECT Contract Change Order No. 1 for Agreement 3217 with TriTech Software Solutions (TriTech). 2. SUMMARY The Police Department's Computer Aided Dispatch/Records Management System (CAD/RMS) has been contracted with TriTech for the last 17 years. Due to incompatible and unsupported software, the department is requesting approval to upgrade the RMS Inform Solutions Suite component of the CAD /RMS software system in an amount not to exceed $57,946. 3. RECOMMENDATION 1. Approve Amendment No. I to Agreement 3217 between the City of Orange and TriTech in an amount not to exceed $57,946; and 2. Authorize the Mayor and the City Clerk to execute the Amendment on behalf of the City; and 3. Authorize the appropriation of $57,946 from (355) Federal Asset Forfeiture unreserved fund balance to expenditure account number 355.4011.55131.00000, Federal Asset Forfeiture, Equipment. 4. FISCAL IMPACT Upon appropriation, funds will be available to cover the cost of the RMS upgrade as follows: 355.4011.55131.00000 Federal Asset Forfeiture, Equipment $57,946 5. STRATEGIC PLAN GOAL(S) Ia. Provide for a Safe Community: Provide staffing and resources to deliver services that ensure public safety. 6. GENERAL PLAN IMPLEMENTATION Public Safety Goal 6.0 Provide public safety services of the highest quality. Policy 6.1: Provide the Police Department with adequate personnel, equipment and state- of -the- art technology to effectively combat crime, meet existing and projected service demands, and provide crime prevention programs. These resources should be provided prior to anticipated needs. 17. DISCUSSION and BACKGROUND The Police Department purchased and implemented our current VisionAir RMS system in 1999. It has been a stable and reliable product. However, TriTech bought out VisionAir and will discontinue support of the old VisionAir product. We will no longer be able to secure technical support and upgrades. This will also make it difficult to use other needed software programs due to a lack of compatibility. In conjunction with the IT Department, the Police Department has evaluated TriTech's latest RMS product and is confident it will meet and /or exceed our needs. Because TriTech owns our current VisionAir system, migration of data and integration will be much easier and far less costly than using another product. The TriTech product has similar functionality to what we currently use, making the learning curve and training shorter and less difficult. In addition, the TriTech product will allow the Police Department to implement Field Base Reporting (paperless reporting), saving hundreds of man -hours and streamlining the reporting process. Should City Council approve the RMS Inform Solution Suite upgrade, the total cost of $42,621 would include the following: • Additional Workshop (2 -days) • Onsite Functional Testing and Go Live Readiness (1 day) • Onsite Go Live Support Services (16 Hours of Go Live Support Services) • Estimated Travel Expenses (To be billed as incurred) • Project Management Fee • Server Installation and Configuration • Two (2) Hour Remote Configuration/Consultation Sessions • User Train - The - Trainer Training (2 days onsite: limited to 10 students) • Workshop #1 Configuration and Admin Workshop (3 days onsite) • Workshop #2 Validation and Readiness Workshop (3 days onsite) • Inform RMS Test or Training System Maintenance An estimated CopLogic integration fee of $5,000 was previously approved on July 12, 2016. The proposed upgrade will increase the CopLogic integration fee which includes maintenance, by an additional $5,325. In addition, the department would like to include a $10,000 contingency to ITEM 2 12/13/16 accommodate additional or unforeseen modifications needed to satisfy system requirements and /or additional training. The total upgrade cost, including the contingency and interface fee, is now estimated at $57,946. The Police Department recommends approval of the Amendment between the City of Orange and TriTech for an amount not to exceed $57,946 and request Council to authorize the Mayor and the City Clerk to execute the Amendment on behalf of the City. 8.
