SR - AGR-6344.1 - DESIGN SERVICES FOR FIRE STATION NO 2 STREET IMPROVEMENTS1. SUBJECT
Amendment Number 1 to Consultant Services Agreement No. 6344 with KOA Corporation for
additional Engineering Design Services for the Fire Station 2 Street Improvements (SP- 3951).
2. SUMMARY
Amendment Number 1 will increase the scope of work to be completed by KOA Corporation to
include additional plans for the Fire Station 2 Street Improvements Project.
3. RECOMMENDED ACTION
Approve amendment Number 1 to the existing KOA Corporation, Consultant Services Agreement
and increase the contract amount by $21,018 and authorize the Mayor and City Clerk to execute
the Amendment on behalf of the City.

Funds are budgeted and available in the following account:

1 7. DISCUSSION and BACKGROUND
On May 10, 2016 the City of Orange entered into a contract with KOA Corporation, in the amount
of $58,865 for the preparation of plans, contract specifications, and a traffic study for the Fire
Station 2 Street Improvements associated with the proposed renovations to Fire Station No. 2.
After the traffic study was completed, it was determined that the best ingress configuration for
fire trucks was to enter through a new driveway just west of the Santiago Creek Bike Trail. Fire
trucks would proceed south past existing water facilities and make a U -turn to enter the proposed
fire apparatus bay. The south side of the lot is unpaved and new pavement needs to be constructed
to accommodate the weight of the fire trucks. Since new impervious pavement is added to the lot,
a Water Quality Management Plan, WQMP, is required to determine the water quality device or
facility needed to treat the development runoff. Also, an existing water line that is below the
proposed apparatus bay would need to be relocated.
The additional services will increase their contract to a not to exceed total of $79,883.
