OCTA has created new forms for tracking M2 expenditures and net revenues that all public
agencies must use in order to be in compliance with the Renewed Measure M Eligibility
Guidelines.

Adopting Resolution No. 10983 will allow the City to receive Measure M2 funding for
transportation projects.

7. DISCUSSION and BACKGROUND
In fiscal year 2015 -16, the City received $2,650,350 in M2 Fairshare funding and $388,372 in
other M2 funding, which includes funding for Comprehensive Transportation, Senior Mobility
and Water Quality. The City is required to complete the attached M2 Expenditure Report and
submit to OCTA for compliance tracking and reporting on an annual basis.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ORANGE CONCERNING THE FISCAL YEAR ENDED
JUNE 30, 2016 MEASURE M2 EXPENDITURE REPORT
FOR THE CITY OF ORANGE
WHEREAS, Local Transportation Authority Ordinance No. 3 requires local jurisdictions to
adopt an annual Expenditure Report to account for Net Revenues, developer /traffic impact fees, and
funds expended by local jurisdiction which satisfy the Maintenance of Effort Requirements; and
WHEREAS, the Expenditure Report shall include all Net Revenue fund balances, interest
earned and expenditures identified by type and program or project; and
WHEREAS, the Expenditure Report must be adopted and submitted to the Orange County
Transportation Authority ( "OCTA ") each year within six months of the end of the local jurisdiction's
fiscal year to be eligible to receive Net Revenues as part of Measure M2.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Orange
does hereby inform OCTA that:
1. The M2 Expenditure Report for the fiscal year ended June 30, 2016 is in conformance
with the M2 Expenditure Report Template provided in the Renewed Measure M Eligibility
Guidelines, and properly accounts for Net Revenues including interest earned, expenditures during
the fiscal year, and balances at the end of fiscal year.
2. The M2 Expenditure Report is hereby adopted for the City of Orange.

3.35 Comprehensive Transportation Funding Projects, Resolution No. 10984. (T2200.0)
A Resolution of the City Council of the City of Orange approving the submittal of
transportation improvement projects to the Orange County Transportation Authority
(OCTA) for funding under the Renewed Measure M (M2) of the Comprehensive
Transportation Funding Program.
ACTION: 1) Approved Resolution No. 10984, and authorized the Mayor to execute on
behalf of the City; and 2) Approved the submittal of two proposed transportation
improvement projects to the Comprehensive Transportation Funding Program for Fiscal
Years 2016/17 through 2017/18 as administered by OCTA.
SURPLUS PROPERTY
3.36 Sale of surplus property at 210 N. McPherson Road to the East Orange County Water
District. (A2100.0; AGR -6421)
ACTION: 1) Approved the Agreement for the Purchase and Sale of Real Property between
the City of Orange and the East Orange County Water District for the property at 210 N.
McPherson Road for the amount of $520,000; and 2) Authorized the Mayor and City Clerk
to execute escrow and related documents concerning the sale of property at 210 N.
McPherson Road.
Councilmember Whitaker recorded an abstention on Item 3.7. Councilmember Nichols
recorded an abstention on Item 3.27. Mayor pro tem Murphy recorded an abstention on
Items 3.30 and 3.31. All other items on the Consent Calendar were approved as
recommended.
