Resolution No. 10967 — A Resolution of the City Council of the City of Orange Establishing a
Memorandum of Understanding between the City of Orange and the City of Orange Police

2. SUMMARY
Resolution No. 10967 establishes a Memorandum of Understanding between the City of Orange
and the City of Orange Police Management Association effective July 1, 2015 to June 30, 2017.
3. RECOMMENDATION
Approve Resolution No. 10967.
4. FISCAL IMPACT
Since Council has already approved the economic provisions of this Memorandum of
Understanding at the November 10, 2015 meeting by adopting a Letter of Understanding
between the City and the Police Management Association, there is no additional fiscal impact to
the budget for adopting this Memorandum of Understanding.

6. DISCUSSION and BACKGROUND
In accordance with the Myers- Milias -Brown Act, the City and the Police Management Association
met and conferred on matters of concern to the City and the employees in the Association. Contract
negotiations concluded in October of 2015 when the City and the Association reached agreement
on wages, salaries, benefits, and other terms and conditions of employment for the period of July 1,
2015 through June 30, 2017.
This new Memorandum of Understanding contains language changes only, and incorporates all the
economic provisions previously adopted by Council at their November 10, 2015 Council meeting.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ORANGE APPROVING THE MEMORANDUM OF
UNDERSTANDING BETWEEN THE CITY OF ORANGE AND
THE ORANGE POLICE MANAGEMENT ASSOCIATION
CONCERNING WAGES, HOURS AND OTHER TERMS AND
CONDITIONS OF EMPLOYMENT EFFECTIVE JULY 1, 2015
THROUGH JUNE 30, 2017 AND REPEALING RESOLUTION
NO. 10790 AND AMENDMENTS THERETO FOR SAID
EMPLOYEES.
WHEREAS, the City of Orange, hereinafter referred to as "City ", and the City of Orange Police
Management Association, hereinafter referred to as the "Association" have met and conferred in
accordance with requirements of the Meyers - Milias -Brown Act; and
WHEREAS, the City and the Association have reached agreement on wages, hours and other
terms and conditions of employment effective July 1, 2015 through June 30, 2017 and repealed
Resolution No. 10790 and amendments thereto for said employees, as set forth in the Memorandum of
Understanding; and
WHEREAS, on November 10, 2015 the City Council of the City of Orange adopted Resolution
No. 10897 A Resolution of the City Council of the City of Orange Establishing a Letter of Understanding
Between the City of Orange and the City of Orange Police Management Association effective July 1,
2015 through June 30, 2017; and
WHEREAS, the City and the Association agreed to incorporate the provisions contained in the
Letter of Understanding noted above into a new Memorandum of Understanding once both parties had
an opportunity to review and concur on any and all language changes included in the new Memorandum
of Understanding
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Orange that the
attached Agreement between the City and the Association is approved and incorporated by reference as
Exhibit "A" as though fully set forth herein.

3.35 Comprehensive Transportation Funding Projects, Resolution No. 10984. (T2200.0)
A Resolution of the City Council of the City of Orange approving the submittal of
transportation improvement projects to the Orange County Transportation Authority
(OCTA) for funding under the Renewed Measure M (M2) of the Comprehensive
Transportation Funding Program.
ACTION: 1) Approved Resolution No. 10984, and authorized the Mayor to execute on
behalf of the City; and 2) Approved the submittal of two proposed transportation
improvement projects to the Comprehensive Transportation Funding Program for Fiscal
Years 2016/17 through 2017/18 as administered by OCTA.
SURPLUS PROPERTY
3.36 Sale of surplus property at 210 N. McPherson Road to the East Orange County Water
District. (A2100.0; AGR -6421)
ACTION: 1) Approved the Agreement for the Purchase and Sale of Real Property between
the City of Orange and the East Orange County Water District for the property at 210 N.
McPherson Road for the amount of $520,000; and 2) Authorized the Mayor and City Clerk
to execute escrow and related documents concerning the sale of property at 210 N.
McPherson Road.
Councilmember Whitaker recorded an abstention on Item 3.7. Councilmember Nichols
recorded an abstention on Item 3.27. Mayor pro tem Murphy recorded an abstention on
Items 3.30 and 3.31. All other items on the Consent Calendar were approved as
recommended.
