Purchase of fifteen Public Safety vehicles from Ford of Orange, Orange, CA for Orange Police
Department and Orange City Fire Department and one Public Safety vehicle from National Auto
Fleet Group, Watsonville, CA for the Orange City Fire Department.
2. SUMMARY
Purchase of thirteen vehicles for the City of Orange Police Department (OPD) and two vehicles
for the Orange City Fire Department (OFD) from Ford of Orange, Orange, CA, through a
cooperative purchasing agreement (CPA). Purchase of one vehicle for the OFD from National
Auto Fleet Group, Watsonville, CA, through a CPA.
Award the building /outfitting of ten vehicles with Code -3 equipment, to current OPD standards
to Hi Standard Automotive of Orange, CA using a CPA.
3. RECOMMENDED ACTION
Authorize the purchase of a total of 15 vehicles from Ford of Orange, Orange, CA for the
OPD and the OFD in the amount of $477,002 as follows:
5 Ford Black & White Police Patrol Utility Vehicles
4 Ford Taurus (three) and Police Detective Utility Vehicles (one)
1 Ford Gang Utility Unit Vehicle
4 Ford Explorer (one) and Ford Escape (three) Compact Utility Vehicles

2. Authorize the purchase of one Chevrolet Silverado 2500 HD Four Wheel Drive Crew Cab for
the OFD from National Auto Fleet Group, Watsonville, CA in the amount of $55,864.
3. Award a contract for building /outfitting ten of the above Police Patrol, Gang and Detective
Vehicles to Hi Standard, of Orange, CA in the amount of $91,004.
4. Authorize the City Manager to surplus the replaced vehicles.
Total expenditure for sixteen Police and Fire Vehicles with required outfitting is $623,870.

Policy 6.1 Provide the Police Department with adequate personnel, equipment and state -
of- the -art technology to effectively combat crime, meet existing and projected service
demands, and provide crime prevention programs. These resources should be provided
prior to anticipated needs.

7. DISCUSSION and BACKGROUND
The most recent purchases of Police Patrol Vehicles took place in November 2015 with the
purchase of seven Police Black & White Patrol Units, two Detective Units and two vehicles for
OPD Traffic. Our Police Patrol Vehicles experience extreme duty service and therefore are
replaced on an accelerated vehicle replacement schedule. After review of the current vehicle
replacement list, it was determined that the purchase of five patrol vehicles, one gang utility unit,
and four police /pursuit rated vehicles (to be used as unmarked detective units) was required. The
Police Traffic Division also needed two compact utility vehicles and one pickup truck.
Additionally it was determined that OFD required three vehicles to be replaced. The above
vehicles were placed on the approved vehicle replacement list in FY 16/17 as indicated below:
• Five Black & White Police Patrol Utility Vehicles with Ballistic Doors for OPD, replacing
vehicles originally purchased from 2006 -2012.

• One Ford Police Gang Utility Unit with Ballistic Doors for OPD, replacing a vehicle originally
purchased in 2000.
• Four unmarked Police Rated Detective Vehicles, replacing vehicles originally purchased 1995-
1999.
• Two Compact Utility Vehicles for OPD, replacing vehicles originally purchased in 1999 and
2007.
• One F- 150 /z Ton V8 Crew Cab Pickup Truck for OPD, replacing a vehicle originally replaced
in 1999.
• Two Sub - Compact Utility Vehicles for the OFD. These will replace vehicles originally
purchased in 1998 and 2000.
• One Chevrolet Silverado 2500 HD Four Wheel Drive Crew Cab Pickup Truck for OFD,
replacing a vehicle originally purchased in 1999.
Fifteen of the above vehicles will be purchased using the City of La Verne's CPA, Purchase Order
No. 33122 issued to Ford of Orange on June 21, 2016. There are no additional costs or surcharges
to be paid by the City to participate in this agreement.

The Police Patrol and unmarked Detective Vehicles will be outfitted with Code -3 equipment
including LED light bars and all communication support equipment. These vehicles will meet the
City of Orange Police Department standards for Police Patrol and unmarked Detective Vehicles
with Code -3 capabilities. This outfitting will be awarded to Hi Standard Automotive of Orange,
CA using the City of Burbank's CPA, Purchase Order No. 146981 issued on June 2, 2016. There
are no additional costs or surcharges required to participate in this agreement and all purchasing
functions will be completed between the City of Orange and Hi Standard of Orange, CA.

The remaining four compact utility vehicles will be outfitted by the Public Works Department,
Fleet Services Division with safety lighting as needed. Additional funds have been set aside within
the budget to meet any standard outfitting needs. The OFD Crew Cab Four Wheel Drive Pickup
outfitting needs are to be determined and procured through the informal bidding process. This
outfitting should not exceed the remaining budgeted amount of $13,136.
Ford of Orange and Hi- Standard Automotive qualify for the Local Bidder Preference. Section
3.08.250 of the Orange Municipal Code provides that local bidders shall be granted a sales tax
preference of one percent of the amount of that portion of the bid amount which is subject to sales
tax (Ord. 12 -99).
The OPD vehicles to be replaced are unit numbers 1120, 1122, 1123, 1215, 1216, 1245, 1250,
1493, 1585, 1587 and 1589. Two additional 2012 Police Patrol Units are scheduled to be replaced
with this purchase based on condition, the unit numbers are to be determined once the new vehicles
arrive.
The OFD vehicles being replaced are unit numbers 1177, 1222 and 1291.

ACTION: 1) Re- appropriated $118,000 from account number 790.1601.56033.19640 to
account number 790.1601.56033.20280; and 2) Authorized the purchase of two Palo Alto
Networks PA -3050 firewalls, three -year threat prevention subscription, three -year filtering
subscription and three -year premium support through a cooperative agreement from Audio
Visual Innovations, Inc. of Tampa, Florida in the amount of $89,098.73.
RESOLUTIONS
3.32 Reclassify a Fire Safety Specialist position in the Fire Department to a Plan Examiner

A Resolution of the City Council of the City of Orange Amending Resolution No. 10909
between the City of Orange and the Orange City Firefighters, Inc. Local 2384 of the
International Association of Fire Fighters, AFL -CIO, to include the new salary range for
the Plan Examiner position effective January 1, 2017, as follows:
