Request to accept and appropriate a $2,599 grant from the Community Foundation of Orange
(CFO) to the Orange Police Department - Community Emergency Response Team (CERT)
program for the period of October 3, 2016 through October 2, 2017.
2. SUMMARY
The Community Foundation of Orange has awarded the Police Department $2,599 from its
Community Grant Program to support the purchase of an identification (ID) card maker. The ID
card maker is intended for the sole use of the CERT program and will be used to issue ID cards to
CERT members. Funds are to be expended by October 2, 2017.
3. RECOMMENDATION
1. Approve the Agreement between CFO and the City of Orange in an amount not to exceed
$2,599; and
2. Authorize the City Manager to execute the agreement on behalf of the City; and
3. Accept into the City's revenue budget a $2,599 grant from CFO, into revenue account number
100.4081.45495.30093, Homeland Security; and
4. Authorize the appropriation of $2,599 into expenditure account number
100.4081.55131.30093 Homeland Security — Equipment.

Policy 6.1: Provide the Police Department with adequate personnel, equipment and state- of -the-
art technology to effectively combat crime, meet existing and projected service demands, and
provide crime prevention programs. These resources should be provided prior to anticipated
needs.
7. DISCUSSION and BACKGROUND
The Community Foundation of Orange has selected the Orange Police Department CERT program
to receive a $2,599 grant for the purchase of an ID card maker. The foundation's goal is to support
the work of a wide variety of organizations that serve the community. Similarly, the CERT
program aims to better prepare residents and businesses in the community during a major disaster.
The CERT program recruits and retains volunteers that learn how to protect and care for
themselves, their families, and their neighbors. Volunteers receive initial training that includes
basic disaster response skills, fire safety, light search and rescue, team organization, and disaster
medical operations. Since inception of the program, 203 individuals have completed CERT
training and have contributed over 4,500 hours in training and community exercises.
As a first year recipient of the CFO Community Grant Program, the Police Department would like
to accept a $2,599 grant for the purchase of an ID card maker. The ID card maker is intended for
the sole use of the CERT program and will be used to issue ID cards to CERT members. Funds
are to be expended by October 2, 2017.
