The Final Contract Change Order authorizes payment for extra work completed. The extra work
included an increase in bid item quantities for unclassified excavation, asphalt concrete, sidewalk,
and additional pavement work. The total cost for this change order is $31,044.60.
13. RECOMMENDED ACTION
1) Approve Final Contract Change Order in the amount of $31,044.60 to California Professional
Engineering, Inc. for the extra work; and
2) Authorize the appropriation of $5,000 from the Transportation System Improvement Program
(284) unreserved fund balance to expenditure account 284.5032.56100.20244 TustinNanowen
Traffic Signal Modification; and
3) Authorize the increase in purchase order expenditures in the following account:

Upon additional appropriation, funds will be available to cover the total cost of the project as

7. DISCUSSION and BACKGROUND
On May 10, 2016, the City Council awarded the contract for the Tustin Street and Vanowen
Avenue Traffic Signal Modification Project to California Professional Engineering, Inc.
During the course of construction for the traffic signal modifications, several issues were
encountered necessitating the change order. These include additional pavement rehabilitation on
the northbound south leg of Tustin Street, and unsuitable subgrade encountered on Vanowen
Avenue. The change order also includes adjustments to the bid item quantities for unclassified
excavation, asphalt concrete, sidewalk, and curb and gutter.
The project account balance is approximately $29,000. Staff is requesting an additional
appropriation of $5,000 from unreserved 284 funds to cover the contract shortfall and staff time
for project closeout. The original contract amount is $355,156. This Final Contract Change Order
in the amount of $31,044.60, represents an 8.74% increase in the construction contract to
$386,200.60.

NOTICE IS HEREBY GIVEN that work on that certain public work and improvements known as Bid No. 156 -33 O`c
"Tustin Street and Vanowen Avenue Traffic Signal Modification (SP- 3927)" (herein referred to as the "Project "), for
the owner, the City of Orange, a municipal corporation (herein referred to as the "City "), whose address is 300 E.
Chapman Avenue, Orange, CA 92866, was completed and accepted by the City Council of the City of Orange on
November 9, 2016 at a regular meeting of its members, at which a quorum was present and acting throughout. The
Project is located at the intersection of Tustin Street and Vanowen Avenue in the City of Orange, State of California.
The contractor who performed (or caused to be performed) said public work and improvements was California
Professional Engineering, Inc., a California corporation authorized to do business in the State of California, with its
principal office at 929 Otterbein Avenue, Unit E in the City of La Puente, CA 91748.
The name of the surety on the Labor and Material Bond for the Project is Allied World Insurance Company of New
Hampshire (Bond No. S001 -3042) in the amount of $355,156.00.
