SR - - ADVERTISE BIDS BRIDGE PREVENTIVE MAINTENANCE PROJECTCity of Orange Community Development Department Memo To: Honorable Mayor and City Council Members From: Jennifer Le, Principal Planner Date: November 3, 2016 Re: City Bridge Maintenance Project Initial Study (IS) and Mitigated Negative Declaration (MND) No. ENV 1849 -16 Transmittal of State Clearinghouse Comment Letter Received After the Close of the Public Review Period Attached is a letter from the State Clearinghouse regarding MND No. ENV 1849 -16 for the City's Bridge Maintenance Project. This letter was received after the public review period, on October 24, 2016. The letter acknowledges receipt of the MND and states that no State agencies transmitted comments on the MND by the deadline. It is being forwarded to the City Council for the record. Given that the letter transmits no State comments, no response is necessary from the City. The comment letter will be incorporated into the Final IS /MND. SUBJECT Bid No. 167 -16; Approval of plans and specifications, and authorization to advertise for bids for the Bridge Preventive Maintenance Project (SP- 3880). 2. SUMMARY Plans and specifications have been completed for the Bridge Preventive Maintenance Project. The project is ready to be advertised for bids. The Engineer's construction estimate is $1,300,000 including 10% contingencies and construction management cost. A Mitigated Negative Declaration (MND) has been prepared for CEQA compliance. The Council is being asked to review, consider, and adopt the MND. 3. RECOMMENDED ACTION 1. Approve MND No. ENV 1849 -16, including the associated Mitigation Monitoring and Reporting Program. 2. Approve plans and specifications and authorize advertising for bids for the Bridge Preventive Maintenance Project. 4. FISCAL IMPACT Funds are budgeted and available in the following accounts: 272.5011.56670.13816 Gas Tax: Structural Evaluation of City Bridges $ 76,077 550.5011.56670.13816 BPMP: Structural Evaluation of City Bridges $ 723,804 Total $ 799,881 After bids are received and opened and the actual cost is known, staff will make recommendation to the City Council identifying additional funding sources or a reduction in the scope of work. 5. GENERAL PLAN IMPLEMENTATION Infrastructure Element Goal 3.0 Ensure adequate maintenance of public rights -of -way to enhance public safety and improve circulation. Policy 3.1: Continue to maintain and repair sidewalks and pavement surfaces on public rights - of -way. 7. DISCUSSION and BACKGROUND The City owns and maintains fourteen bridges that cross the Santa Ana River, Santiago Creek Channel, or Collins Channel. These City bridges are listed on the National Bridge Inventory and therefore they get inspected by Caltrans on biannual basis. During the inspection performed by Caltrans in 2011, it was noted that eight of the fourteen bridges required certain maintenance efforts such as fixing minor concrete spalls and cracks, chaining, and cleaning and sealing the bridge decks with Methacrylate. The eight bridges requiring maintenance work are located as follows: 1) Tustin Street Bridge over Santiago Creek 2) Memory Lane Bridge over Santa Ana River 3) Katella Avenue Bridge over Santa Ana River 4) Orangewood Avenue Bridge over Santa Ana River 5) Taft Avenue Bridge over Santa Ana River 6) Chapman Avenue Bridge over Santa Ana River 7) Chapman Avenue Bridge over Santiago Creek Channel 8) Glassell St Bridge over Santiago Creek Channel Work will require lane closures and traffic control on affected City streets as well as the temporary detouring of bicyclists using the Santa Ana River Trail. DPW staff does not expect any impact to homeless people that have camped along Santa Ana River but will work with our Police Department to relocate them if necessary. In addition, project implementation will require coordination and encroachment permits from the Cities of Santa Ana and Anaheim and the County of Orange/ Orange County Flood Control District. The City has prepared MND No. ENV 1849 -16, a study that analyzes the project's potential for creating physical environmental impacts, in compliance with the CEQA. The MND concludes that the project will not have a significant adverse effect on the environment, with the implementation of mitigation measures relating to construction air quality, biological resources, construction - related erosion, and construction water quality. Mitigation measures include implementing dust control measures during construction, standard construction water quality BMP's, and avoiding impacts to sensitive species that occupy the bridges, including bats and nesting birds. The identified measures ensure that significant impacts resulting from the project are reduced to less than significant levels. The City Council is being asked to review and consider the information presented in the MND prior to rendering a decision on the project. The Notice of Intent (NOI) announcing the availability of the MND for public review was filed with the Orange County Clerk, posted onsite, and mailed to all property owners and tenants within 300 -feet of the project limits. The Notice of Completion (NOC) and MND were also mailed to the State Clearinghouse for review by State agencies. The NOI was also published in the Orange City News on September 14, 2016. The MND was made available to the public at Orange City Hall (Office of the City Clerk and the Community Development Department), the Main Library and History Center, and on the City's website. The 30 -day review period ran from September 15, 2016 through October 17, 2016. Comments received during the review period and responses to comments are attached for City Council consideration. Funding for this project was obtained from the Federal Bridge Preventive Maintenance Program which pays for 88.53% of the project cost. Staff hired Michael Baker International to prepare design plans and specifications for the project and the project is ready for advertising. The Engineer's estimate is $1,300,000 which exceeds the budgeted amount. The main reason for being above budget is that upon close examination, our Structural Engineer recommended the use of polyester concrete in lieu of Methacrylate which was recommended in the Caltrans report. This more effective rehabilitation process added over $400,000 to the cost of project. After bids are received and opened and the actual cost is known, staff will make recommendation to the City Council identifying additional funding sources or a reduction in the scope of work. 8.
