SR - RES-10968 - JULY 1 2015 THROUGH JUNE 30, 2017 MOU CONDITIONS OF EMPLOYMENT1. SUBJECT Resolution No. 10968 — A Resolution of the City Council of the City of Orange Establishing a Memorandum of Understanding between the City of Orange and the Orange Fire Management Association Effective July 1, 2015 to June 30, 2017. 2. SUMMARY Resolution No. 10968 establishes a Memorandum of Understanding between the City of Orange and the Orange Fire Management Association effective July 1, 2015 to June 30, 2017. 3. RECOMMENDATION Approve Resolution No. 10968. 4. FISCAL IMPACT Since Council has already approved the economic provisions of this Memorandum of Understanding at the November 10, 2015 meeting by adopting a Letter of Understanding between the City and the Orange Fire Management Association, there is no additional fiscal impact to the budget for adopting this Memorandum of Understanding. 5. STRATEGIC PLAN GOAL(S) 1. Provide for a safe community. a. Provide staffing and resources to deliver services that ensure public safety. 2. Be a fiscally healthy community. a. Expend fiscal resources responsibly. 6. DISCUSSION and BACKGROUND In accordance with the Myers - Milias -Brown Act, the City and the Orange Fire Management Association met and conferred on matters of concern to the City and the employees in the Association. Contract negotiations concluded in October of 2015 when the City and the Association reached agreement on wages, salaries, benefits, and other terms and conditions of employment for the period of July 1, 2015 through June 30, 2017. This new Memorandum of Understanding contains language changes only, and incorporates all the economic provisions previously adopted by Council at their November 10, 2015 Council meeting. 7. ATTACHMENTS • Resolution No. 10968 - Final • Resolution No. 10968 - Redline ITEM 2 10/11/2016 RESOLUTION NO. 10968 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ORANGE REPEALING RESOLUTION NO. 10778 AND IMPLEMENTING THE MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF ORANGE AND THE ORANGE FIRE MANAGEMENT ASSOCIATION CONCERNING WAGES, HOURS, AND OTHER CONDITIONS OF EMPLOYMENT FOR THE PERIOD OF JULY 1, 2015 THROUGH AND INCLUDING JUNE 30, 2017 WHEREAS, the City of Orange (hereafter "CITY ") and the Orange City Fire Management Association (hereafter "Association') have met and conferred in accordance with the requirements of the Meyers - Milias -Brown Act; and WHEREAS, the CITY and the Association have reached agreement on wages, hours, and other conditions of employment for the period of July 1, 2015 through June 30, 2017 and have repealed Resolution No. 10778 and amendments thereto for said employees as more particularly set forth in the Memorandum of Understanding attached thereto; and WHEREAS, on November 10, 2015, the City Council of the City of Orange adopted Resolution No. 10900, a Resolution of the City Council of the City of Orange Establishing a Letter of Understanding between the City of Orange and the Orange Fire Management Association Effective July 1, 2015 through June 30, 2017; and WHEREAS, the City and the Association agreed to incorporate the provisions contained in the Letter of Understanding noted above into a new Memorandum of Understanding once both parties had an opportunity to review and concur on any and all language changes included in the new Memorandum of Understanding NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Orange that the attached Memorandum of Understanding is approved and incorporated by reference as Exhibit "A ", as fully set forth herein. ACTION: Approved Resolution No. 10962, and authorized staff to make the necessary budget adjustments and/or appropriations to the departments' salary and benefit accounts to fund the increased costs of the contract. 3.18 Number Not Used. 3.19 RESOLUTION NO. 10974 (C2500.J.4.4.1) A Resolution of the City Council of the City of Orange Approving the Memorandum of Understanding between the City of Orange and the Water Division Employees' Association (WDEA), Concerning Wages, Hours, and other Conditions of Employment Effective July 1, 2015, through and including June 30, 2017, and Repealing Resolution No. 10764 and Amendments thereto for said Employees. ACTION: Approved. 3.20 RESOLUTION NO. 10968 (C2500.J.4.3.1) A Resolution of the City Council of the City of Orange Repealing Resolution No. 10778 and Implementing the Memorandum of Understanding between the City of Orange and the Orange Fire Management Association Concerning Wages, Hours, and Other Conditions of Employment for the period of July 1, 2015, through and including June 30, 2017. ACTION: Approved. 3.21 RESOLUTION NO. 10976 (C2500.J.4) A Resolution of the City Council of the City of Orange authorizing and approving a Citywide Salary Schedule in accordance with the requirements of California Code of Regulations, Title 2, Section 570.5. ACTION: Approved. 3.22• RESOLUTION NO. 10979 (S4000.S.4) A Resolution of the City Council of the City of Orange summarily vacating a portion of Chapman Avenue, commonly referred to as Assessor's Parcel No. 231- 061 -04, as excess street right of way that is no longer needed for street purposes.
