Resolution No. 10974 — A Resolution of the City Council of the City of Orange Establishing a
Memorandum of Understanding between the City of Orange and the Water Division Employees'
Association (WDEA) Effective July 1, 2015 to June 30, 2017.
2. SUMMARY
Resolution No. 10974 establishes a Memorandum of Understanding between the City of Orange
and the Water Division Employees' Association effective July 1, 2015 to June 30, 2017.
3. RECOMMENDATION
Approve Resolution No. 10974.
4. FISCAL IMPACT
Since Council has already approved the economic provisions of this Memorandum of
Understanding at the May 10, 2016 meeting by adopting a Letter of Understanding between the
City and the Water Division Employees' Association, there is no additional fiscal impact to the
budget for adopting this Memorandum of Understanding.

6. DISCUSSION and BACKGROUND
In accordance with the Myers - Milias -Brown Act, the City and the Water Division Employees'
Association met and conferred on matters of concern to the City and the employees in the
Association. Contract negotiations concluded in April of 2016 when the City and the Association
reached agreement on wages, salaries, benefits, and other terms and conditions of employment for
the period of July 1, 2015 through June 30, 2017.
This new Memorandum of Understanding contains language changes only, and incorporates all the
economic provisions previously adopted by Council at their May 10, 2016 Council meeting.

RESOLUTION NO. 10974
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ORANGE APPROVING THE MEMORANDUM OF
UNDERSTANDING BETWEEN THE CITY OF ORANGE
AND THE WATER DIVISION EMPLOYEES'
ASSOCIATION (WDEA), CONCERNING WAGES, HOURS,
AND OTHER CONDITIONS OF EMPLOYMENT
EFFECTIVE JULY 1, 2015 THROUGH AND INCLUDING
JUNE 30, 2017 AND REPEALING RESOLUTION NO. 10764
AND AMENDMENTS THERETO FOR SAID EMPLOYEES.
WHEREAS, the City of Orange, hereinafter referred to as "City," and the Water Division
Employees' Association hereinafter referred to as "WDEA ", have met and conferred in accordance
with requirements of the Meyers - Milias -Brown Act; and
WHEREAS, the City and WDEA have reached agreement on wages, hours, and other
conditions of employment effective July 1, 2015 through and including June 30, 2017 and the City
Council desires to repeal Resolution No. 10764 and amendments thereto for said employees as set
forth in the Memorandum of Understanding; and
WHEREAS, on May 10, 2016, the City Council of the City of Orange adopted Resolution No.
10933, a Resolution of the City Council of the City of Orange Establishing a Letter of Understanding
Between the City of Orange and the Water Division Employees' Association Effective July 1, 2015
through June 30, 2017; and
WHEREAS, the City and the Association agreed to incorporate the provisions contained in the
Letter of Understanding noted above into a new Memorandum of Understanding once both parties had
an opportunity to review and concur on any and all language changes included in the new
Memorandum of Understanding
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Orange that
the Memorandum of Understanding (MOU) attached hereto as Exhibit "A" (the "MOU ") is
approved and incorporated herein by reference as if fully set forth herein and that Resolution No.
10764 be repealed in its entirety.

A Resolution of the City Council of the City of Orange relating to the classification,
compensation, and terms of employment for part-time and seasonal employees of the City
of Orange effective July 1, 2016 through and including June 30, 2017 and repealing
Resolution No. 10893 and amendments thereto, for said employees.
ACTION: Approved Resolution No. 10962, and authorized staff to make the necessary
budget adjustments and /or appropriations to the departments' salary and benefit accounts
to fund the increased costs of the contract.

10764 and Amendments thereto for said Employees.

A Resolution of the City Council of the City of Orange Repealing Resolution No. 10778
and Implementing the Memorandum of Understanding between the City of Orange and the
Orange Fire Management Association Concerning Wages, Hours, and Other Conditions of
Employment for the period of July 1, 2015, through and including June 30, 2017.
ACTION: Approved.

A Resolution of the City Council of the City of Orange authorizing and approving a
Citywide Salary Schedule in accordance with the requirements of California Code of
Regulations, Title 2, Section 570.5.

3.22 RESOLUTION NO. 10979 (S4000.S.4)
A Resolution of the City Council of the City of Orange summarily vacating a portion of
Chapman Avenue, commonly referred to as Assessor's Parcel No. 231- 061 -04, as excess
street right of way that is no longer needed for street purposes.
