2016 Christmas Holiday Closure.
2. SUMMARY
Resolution No. 10960 would allow for certain City facilities to be closed during the week
between the Christmas and New Year's holidays.

6. DISCUSSION and BACKGROUND
In accordance with most current labor contracts between the City and its employee organizations,
City employees are entitled to one (1) day of paid holiday for Christmas Day, and one (1) day of
paid holiday for New Year's Day. If approved by the City Council, this action will allow the
City to close most of its services effective at 5:30 p.m. Friday, December 23, 2016 through
Monday, January 2, 2017. City services will re -open on Tuesday, January 3, 2017.
Orange Public Library
The Orange Public Library & History Center will also be closing effective 2:00 p.m. on Saturday,
December 24, 2016, and will re -open at 10:00 a.m. on Tuesday, January 3, 2017. Both Taft and
El Modena branches will close at 6:00 p.m. on Friday, December 23, 2016 and re -open at 2:00
p.m. on Tuesday, January 3, 2017.
Notwithstanding the above, the City will continue to provide public safety and other emergency
call -out services.
The following conditions are included as part of this City Council action:
1. This Resolution shall be applicable only to calendar year 2016;
2. City employees will be required to utilize their own accrued paid leave hours (i.e.,
vacation, compensatory time, holiday compensatory time, administrative leave, TRP,
and/or floating holiday) to cover the holiday closure on Tuesday, December 27,
Wednesday, December 28, and Thursday, December 29, 2016.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE REGARDING THE 2016
CHRISTMAS HOLIDAY CLOSURE.
WHEREAS, in the calendar year 2016, the holidays of Christmas and New Year's
Day fall on Sundays and are currently provided to City employees as paid holidays; and
WHEREAS, most benefited, full -time City employees are provided with a full day
of pay on Christmas Day (December 25, 2016), and one day of paid holiday leave on New
Year's Day (January 1, 2017) per their respective Memoranda of Understanding; and
WHEREAS, the City Council wishes to express its sincere appreciation to City
employees for their dedicated service to the City and its citizens throughout the year; and
WHEREAS, the City Council recognizes the value of time spent with families
during the holiday season; and
WHEREAS, the City will experience a slight reduction in its unfunded paid leave
accrued liability by requiring employees to use their own accrued paid leave times to cover
these proposed days off; and
WHEREAS, the City Council wishes to effectively accommodate time -off requests
by City employees during the holidays
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of
Orange does hereby grant the following:
➢ Notwithstanding public safety and other emergency call -out services, City
facilities will be closed at 5:30 p.m. Friday, December 23, 2016 through
Monday, January 2, 2017. The City will return to full service on Tuesday,
January 3, 2017; and
➢ The Orange Public Library & History Center will be closing effective 2:00
p.m. on Saturday, December 24, 2016 and will re -open at 10:00 a.m. on
Tuesday, January 3, 2017; and
➢ The Taft and El Modena branch libraries will be closing effective 6:00 p.m.
on Friday, December 23, 2016, and will re -open to regular operating hours
effective 2:00 p.m. on Tuesday, January 3, 2017; and
➢ City employees will be required to utilize their own accrued paid leave
hours (i.e., vacation, compensatory time, holiday compensatory time,
administrative leave, TRP, and/or floating holiday) to cover the holiday

CONTRACTS
3.13 Award contract to retrofit approximately 2,503 City streetlights to light emitting
diode (LED) fixtures and approve the use of On -Bill Financing (OBF) through
Southern California Edison (SCE). (A2100.0; AGR 6401)
ACTION: 1) Appropriated $980,000 from Fund 550 to project account number
550.5011.56330.30089 LED Streetlight Conversion; and 2) Awarded the contract in the
amount of $958,186 to Express Energy Services, Inc. (Express Energy), and authorized the
Mayor and City Clerk to execute the documents on behalf of the City.
GRANTS
3.14 Fiscal Year 2016 (FY16) Edward Byrne Memorial Justice Assistance Grant (JAG)
from the U.S. Department of Justice (DOJ) for the purchase of a Night Vision Optic
device. (A2100.0 Agr- 4654.K)
ACTION: 1) Approved the 2016 JAG Agreement between the County of Orange and the
City of Orange in an amount not to exceed $11,311, including the allocation to the County;
2) Authorized the City Manager or his designee to execute the agreement on behalf of the
City; 3) Accepted into the City's revenue budget a $10,293.01 grant from the County of
Orange, into revenue account number 353.4011.45150.30087, Federal Grants -2016 JAG;
4) Authorized the appropriation of $10,293.01 into expenditure account number
353.4011.55131.30087, Federal Grants - Equipment -2016 JAG; 5) Authorized the
appropriation of $424.68 from the Federal Asset Forfeiture (355) unreserved fund balance
to expenditure account 355.4011.55131.30087, Federal Asset Forfeiture 2016 JAG; and 6)
Approved the purchase of the Night Vision Optic device from IOV Group LLC in the
amount of $10,718.
PURCHASES
3.15 Purchase of window shades from Expert Window Coverings, Inc. for the Orange
Police Department. (C2500.K)
ACTION: 1) Approved the purchase of window shades from Expert Window Coverings,
Inc. in an amount not to exceed $29,900; and 2) Authorized the appropriation of $29,900
from the Police Facility (570) unreserved fund balance to expenditure account number
570.4011.51401.00000, Police Facility Fees — Contractual Services.
