SUMMARY The DOJ has made funds available under the FY16 JAG Program. The eligible joint allocation amount awarded to the County of Orange is $377,708, of which $11,311, is allocated to the City of Orange. The County of Orange is requesting approval of an agreement that allocates the City's 2016 JAG funds as follows: $1,017.99 for grant administrative fees to the County with $10,293.01 retained by the City to purchase a Night Vision Optic device. 13. RECOMMENDATION 1. Approve the 2016 JAG Agreement between the County of Orange and the City of Orange in an amount not to exceed $11,311, including the allocation to the County; and 2. Authorize the City Manager or his designee to execute the agreement on behalf of the City; and 3. Accept into the City's revenue budget a $10,293.01 grant from the County of Orange, into revenue account number 353.4011.45150.30087, Federal Grants -2016 JAG; and 4. Authorize the appropriation of $10,293.01 into expenditure account number 353.4011.55131.30087, Federal Grants - Equipment -2016 JAG; and 5. Authorize the appropriation of $424.68 from the Federal Asset Forfeiture (355) unreserved fund balance to expenditure account 355.4011.55131.30087, Federal Asset Forfeiture 2016 JAG; and 6. Approve the purchase of the Night Vision Optic device from IOV Group LLC in the amount of $10,718. 4. STRATEGIC PLAN GOAL(S) Ia. Provide for a Safe Community Provide staffing and resources to deliver services that ensure public safety. 6. GENERAL PLAN IMPLEMENTATION Public Safety Goal 6.0 Provide public safety services of the highest quality. Policy 6.1: Provide the Police Department with adequate personnel, equipment and state- of -the- art technology to effectively combat crime, meet existing and projected service demands, and provide crime prevention programs. These resources should be provided prior to anticipated needs. 7. DISCUSSION and BACKGROUND Crime varies greatly by time of day more than any other variable and is extremely difficult to observe in a darkened environment. Critical incidents and surveillance operations commonly occur at night and present a formidable challenge for officers identifying, and gathering intelligence. Currently, the use of standard equipment limits Long Rifle Unit members from identifying targets of interest, consequently prolonging investigations. The Orange Police Department SWAT Team, through training and operations, recognized the need for specialized equipment and recommend the use of 2016 JAG funds to purchase a Night Vision Optic device. Obtaining a Night Vision Optic device will provide the following: • Enhance nighttime observation • Multiple detection capabilities • Assist with surveillance • Identify offenders and /or victims • Enhance response time • Provide critical intelligence ITEM__ 2 10/11/16 In addition, the device is capable of real time enhancement of targets and provides increased resolution at high power magnifications. The device will capture target imagery that would otherwise be invisible to the naked eye and standard equipment. Gathering intelligence and providing timely situational awareness is critical when trying to resolve incidents, arrest criminals, protect officers, and protect the public. The timely identification of offenders and /or victims in some cases may save a life and ensure the right person is apprehended or rescued.
