SR - BID 167-12 - ADVERTISE BIDS STREET IMPROVEMENTS WASHINGTON AVE, ALMOND AVE, PALMYRA AVE1. SUBJECT Bid No. 167 -12. Approval of plans and specifications, and authorization to advertise for bids for street improvements on Washington Avenue, Almond Avenue, and Palmyra Avenue (SP- 3934). 2. SUMMARY Plans and specifications have been completed for CEP Project Number 20265, the rehabilitation of Washington Avenue, Almond Avenue, and Palmyra Avenue. The project is ready to be advertised for bids. The Engineer's construction estimate is approximately $850,000. 3. RECOMMENDED ACTION Approve plans and specifications and authorizing advertisement for bids for the Washington Avenue, Almond Avenue, and Palmyra Avenue Street Rehabilitation Projects. 4. FISCAL IMPACT Funds are budgeted in the Capital Improvement Program and are available in the following accounts: 272.5011.56330.20265 (Gas Tax — Palmyra, Washington, and Almond Ave.) $438,000 263.5011.56330.20265 (Measure M2 — Palmyra, Washington, and Almond Ave.) $439,000 Total $877,000 5. STRATEGIC PLAN GOAL(S) lb. Provide for a safe community - Provide and maintain infrastructure necessary to ensure the safety of the public. 6. GENERAL PLAN IMPLEMENTATION Infrastructure Element Goal 3.0 Ensure adequate maintenance of public rights -of -way to enhance public safety and improve circulation. Policy 3.1: Continue to maintain and repair sidewalks and pavement surfaces on public rights - of -way. 7. DISCUSSION and BACKGROUND This project will rehabilitate Palmyra Avenue from the railroad track to Glassell Street, Washington Avenue from Center Street to Harwood Street, and Almond Avenue from Cambridge Street to Lincoln Street. Rehabilitation will consist of removing and reconstructing badly damaged pavement sections and grinding and overlay the rest of the roadway. Other aspects of the project include replacement of damaged sidewalk, curb and gutter, and construction of Americans with Disabilities Act (ADA) compliant ramps. The current total construction cost estimate is approximately $850,000. The proposed project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) under CEQA guidelines Section 15301 "Existing Facilities" Class 1 (c). The CEQA Notice of Exemption will be filed with the County Recorder's Office upon Council's approval of the plans and specifications. The proposed project is also categorically excluded from the provisions of the National Environmental Policy Act (NEPA) under 24 CFR Section 58.35. Documentation of this determination is on file. Construction is scheduled to begin in January 2017 and is expected to be completed within ninety calendar days. Plans and specifications are available for review in the Public Works Department. 8.
