SUMMARY Plans and specifications have been completed for the Annual Water Main Renewal Project. This project is ready to be advertised for bids. The preliminary cost estimate is $3,800,000. 3. RECOMMENDED ACTION Approve plans and specifications and authorize advertising for Bid No. 167 -08, Annual Water Main Renewal Project. 14. GENERAL PLAN IMPLEMENTATION Infrastructure Element Goal 6.0: Ensure water, sewer, and storm drain systems that meet the needs of residents and businesses. Policy 1.1: Provide sufficient levels of water, sewer, and storm drain service throughout the community. Economic Development Element Goal 6.0: Provide sufficient infrastructure to support anticipated economic development and growth. Policy 6.1: Provide public improvements to support commercial, industrial and institutional uses. 7. DISCUSSION and BACKGROUND Existing water mains on Gayle St., Oceanview St., San Carlos Ave., San Alto Ave., San Alano Ave., Baldwin Ave., San Bruno Ave., Butterfield Rd., Skywood St., Sheri St., Fairbairn St., Bixby Ave., Palm Ave., Lincoln Ave., and Tustin St. are all scheduled to be replaced as part of the Annual Water Main Renewal Project. These water mains were constructed in the early 1960's and are aging due to corrosive soil. They are undersized per current standards, and are requiring more maintenance. Some segments of the existing water mains in this area were identified in the Water Master Plan for replacement and are recommended to be brought up to current waterline standards to better facilitate current fire flow standards. Plans and specifications have been prepared by water engineering staff to replace the existing water mains. The new water mains will provide a more reliable water service and fire protection to the residents in the area. The scope of work, in general, consists of utility potholing, installation of approximately 15,600 feet of new water mains, new water meters, lateral services, fire hydrants, valves, fittings and other appurtenances in accordance with current water standards. The engineering estimate for construction costs for this project is $3,800,000. Construction is anticipated to begin in March 2017 with completion in November 2018.
