Approve the Agreement with Robert Behn, Senior Lecturer and author at the Harvard Kennedy
School to present his two -day training course, Driving Government Performance, in an amount
not to exceed $28,000.
2. SUMMARY
As the host, the Orange Police Department, sought the services of Robert Behn to conduct an
exclusive two -day leadership course that will focus on improving government performance of
police and city personnel. The cost will cover training, lodging, transportation, and per diem
expenses.
3. RECOMMENDATION
1. Approve the Agreement between the City of Orange and Robert Behn in an amount not to
exceed $28,000; and
2. Authorize the appropriation of $28,000 from the Federal Asset Forfeiture (355) unreserved
fund balance to expenditure account number 355.4011.51840.00000, Federal Asset
Forfeiture, Local- Training.
4. FISCAL IMPACT
Upon appropriation, funds will be available to cover the cost of the leadership course as follows:

Policy 6.1: Provide the Police Department with adequate personnel, equipment and state- of -the-
art technology to effectively combat crime, meet existing and projected service demands, and
provide crime prevention programs. These resources should be provided prior to anticipated
needs.
17. DISCUSSION and BACKGROUND
The Orange Police Department (OPD) recognizes the value of their staff and puts a significant
amount of effort in retaining and developing employees who are committed to contributing to the
city's success. A significant number of our supervisors and managers are relatively new in their
positions. This is a unique opportunity to get our supervisors and managers critical and
consistent instruction. The objective is to provide city executives with the leadership skills that
will enable them to carry out their roles and produce positive outcomes.
The curriculum is a series of leadership strategies which includes the following topics:
• Choosing and producing results
• Seizing and creating opportunities
• Measuring performance
• Establishing targets
• Motivating individuals and energizing teams
• Capitalizing on success
OPD's success is reflected on the investment and range of development opportunities made
available to our staff. Taking into account cost, flexibility, and customizable options, local
training was found to be the best choice. The custom - designed education program is open to
OPD's Command Staff, Lieutenants, Sergeants, and City of Orange Executive Directors.
As the host, the Orange Police Department, would like to acquire the services of Robert Behn,
Senior Lecturer in Public Policy at the Harvard Kennedy School to conduct an exclusive two -day
leadership course. He is also the author of a book that we have been using in our leadership and
organizational training. This course will be held at the Grijalva Park meeting room from
November 9 — 10, 2016. The cost of training, lodging, transportation, and per diem expenses are
included in this request.
