Cooperative Agreements with Caltrans in connection with the implementation of the Regional
Traffic Signal Synchronization Corridors of Chapman Avenue, Kraemer Boulevard/Glassell
Street/Grand Avenue, and State College Boulevard /The City Drive.
2. SUMMARY
The Cooperative Agreements between the City of Orange and Caltrans establishes the respective
responsibilities of each agency for the inter jurisdictional traffic signal synchronization of
Caltrans traffic signals within city boundaries on Chapman Avenue, Glassell Street, and The City
Drive.
3. RECOMMENDED ACTION
1) Approve Cooperative Agreements with Caltrans for the synchronization of Chapman Avenue,
Glassell Street, and The City Drive, and authorize the Mayor and the City Clerk to execute on
behalf of the City.
2) Authorize the appropriation of $69,721 from the 284 unreserved fund balances to expenditure
account no. 284.5032.56100.20236 Chapman Avenue Traffic Signal Synchronization.
3) Authorize the appropriation of $13,750 from the 284 unreserved fund balances to expenditure
account no. 284.5032.56100.20205 Glassell Street Traffic Signal Synchronization.
4) Authorize the appropriation of $10,000 from the 284 unreserved fund balances to expenditure
account no. 284.5032.56100.20188 State College /The City Drive Traffic Signal

7. DISCUSSION and BACKGROUND
The City of Orange entered into cooperative agreements with the Orange County Transportation
Authority (OCTA) for coordinating traffic signals along multiple jurisdictional corridors of
Chapman Avenue, Kraemer Boulevard/Glassell Street/Grand Avenue, and State College
Boulevard/The City Drive. These projects, currently in implementation, are funded as part of the
Renewed Measure M (M2) Regional Traffic Synchronization Program Project P to enhance
countywide traffic flow and reduce traffic congestion.
The M2 Ordinance and Investment Plan identifies only cities in Orange County and the County
of Orange are the eligible jurisdictions to receive M2 funds. The participating agencies are given
the discretion to enter into cooperative agreements and fund the improvements on its own to
coordinate Caltrans traffic signals within its jurisdictions.
Once the cooperative agreements are approved, the City allocated funding will pay for the costs
to install equipment and update signal timing at the intersections owned and controlled by
Caltrans at the I -5, 55, and 57 freeways and allow the new coordinated timing to cross seamlessly
through the corridor. This will reduce delay to motorists and reduce congestion on the City
streets at the freeway on -ramp /off -ramp intersections. OCTA and City staff are collaborating to
find ways to reimburse the cost of the cooperative agreements as part of the City's match
required by the M2 program, currently established as 20% of the total project costs.

Staff is recommending approval of the cooperative agreements to complete the synchronization
of all the traffic signals along each corridor. This is vital to fully achieve the benefits of
synchronization including increase in roadway capacity, improve fuel economy, reduce vehicle
delay and travel times, and reduce vehicle emissions. Recently completed OCTA
synchronization projects have yielded up to 20% reduction in travel times.
