Resolution No. 10972 — A Resolution of the City Council of the City of Orange Establishing a
Memorandum of Understanding between the City of Orange and the Orange Maintenance and
Crafts Employees' Association (OMCEA) Effective July 1, 2015 to June 30, 2017.
2. SUMMARY
Resolution No. 10972 establishes a Memorandum of Understanding between the City of Orange
and the Orange Maintenance and Crafts Employees' Association effective July 1, 2015 to June
30, 2017.
3. RECOMMENDATION
Approve Resolution No. 10972.
4. FISCAL IMPACT
Since Council has already approved the economic provisions of this Memorandum of
Understanding at the May 10, 2016 meeting by adopting a Letter of Understanding between the
City and the Orange Maintenance and Crafts Employees' Association, there is no additional
fiscal impact to the budget for adopting this Memorandum of Understanding.

6. DISCUSSION and BACKGROUND
In accordance with the Myers - Milias -Brown Act, the City and the Orange Maintenance and Crafts
Employees' Association met and conferred on matters of concern to the City and the employees in
the Association. Contract negotiations concluded in April of 2016 when the City and the
Association reached agreement on wages, salaries, benefits, and other terms and conditions of
employment for the period of July 1, 2015 through June 30, 2017.
This new Memorandum of Understanding contains language changes only, and incorporates all the
economic provisions previously adopted by Council at their May 10, 2016 Council meeting.

ORANGE APPROVING THE MEMORANDUM OF
UNDERSTANDING BETWEEN THE CITY OF ORANGE AND
THE ORANGE MAINTENANCE AND CRAFTS EMPLOYEES'
ASSOCIATION ( OMCEA), CONCERNING WAGES, HOURS,

REPEALING RESOLUTION NO. 10762 AND AMENDMENTS
THERETO FOR SAID EMPLOYEES.
WHEREAS, the City of Orange, hereinafter referred to as "City," and the Orange
Maintenance and Crafts Employees' Association, hereinafter referred to as " OMCEA" have met
and conferred in accordance with the requirements of the Meyers - Milias -Brown Act; and
WHEREAS, the City and OMCEA have reached agreement on wages, hours, and other
conditions of employment effective July 1, 2015 through and including June 30, 2017 and the
City Council desires to repeal Resolution No. 10762 and amendments thereto for said
employees, as set forth in the Memorandum of Understanding; and
WHEREAS, on May 10, 2016, the City Council of the City of Orange adopted
Resolution No. 10932, a Resolution of the City Council of the City of Orange Establishing a
Letter of Understanding Between the City of Orange and the Orange Maintenance and Crafts
Employees' Association Effective July 1, 2015 through June 30, 2017; and
WHEREAS, the City and the Association agreed to incorporate the provisions contained
in the Letter of Understanding noted above into a new Memorandum of Understanding once both
parties had an opportunity to review and concur on any and all language changes included in the
new Memorandum of Understanding
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Orange that
the Memorandum of Understanding attached hereto as Exhibit "A" (the "MOU ") is approved
and incorporated herein by reference as if fully set forth herein and that Resolution No. 10762 be
repealed in its entirety.

for the Environmental Cleanup, Tier 1 Grant Program under Orange County Local
Transportation Ordinance No. 3 for installation of a Bio Clean Hydrodynamic Separator
Unit and Connector Pipe Screens.
ACTION: 1) Approved Resolution No. 10969, and authorized the Mayor to execute on
behalf of the City; and 2) Approved the submittal of one application for a Bio Clean
Hydrodynamic Separator Unit and Connector Pipe Screens for the Environmental Cleanup,
Tier 1 Grant Program under Orange County Local Transportation Ordinance No. 3.
