(CDBG) Alley and Street Improvements Project: Highland Street Neighborhood (SP- 3935).
2. SUMMARY
The bids for the Fiscal Year 2015 -16 (FY16) CDBG Alley and Street Improvements Project
were received and opened on August 18, 2016. Five (5) bidders responded to the Notice Inviting
Bids. The apparent low bidder is All American Asphalt of Corona, CA for $403,909.30. The
Engineer's original estimate was $425,300 including 15% contingencies and staff cost.
3. RECOMMENDED ACTION
Award the contract in the amount of $403,909.30 to All American Asphalt, and authorize the
Mayor and City Clerk to execute the necessary documents on behalf of the City.
4. FISCAL IMPACT
CDBG funds of $468,498 are currently appropriated for this project.

6. GENERAL PLAN IMPLEMENTATION

enhance public safety and improve circulation.
Policy 3.1: Continue to maintain and repair sidewalks and pavement surfaces on public rights -
of -way.
7. DISCUSSION and BACKGROUND
The Federal CDBG Program provides grant funds to enable eligible localities to upgrade Low
and Moderate Income Areas within their jurisdictions. Based on 2010 Census data and
supplemental 2014 American Community Survey, designated areas within the City of Orange
qualify for CDBG funds. Eligible activities include infrastructure upgrades such as street and
alley improvements.
The streets and alleys for this project were rated in the Citywide Pavement Management Program
with a Pavement Condition Index (PCI) ranging from 16 -49 (out of a maximum score of 100)
indicating the need for street rehabilitation and alley reconstruction. The scope of street
rehabilitation, in general consists of, but is not limited to ADA compliant access ramps, localized
removal and replacement of the existing pavement, asphalt concrete overlay, removal and
replacement of failed sections of curb and gutter, driveways, sidewalks, cross gutters, spandrels,
and adjustment of manholes and water valve covers to grade. The scope of alley reconstruction,
in general consists of, but is not limited to complete removal and replacement of the existing
pavement, driveways, cross gutters, and adjustment of manholes and water valve covers to grade.
The City Council previously approved advertisement for bids on July 12, 2016. The bid
solicitation was advertised on July 27, 2016 for a period of three weeks, and bids were opened on
August 18, 2016. The five received bids are as follows:

The revised estimated total project cost is $464,495, which includes the apparent low bid of
$403,909.30, and approximately 15% contingencies and staff cost.
The proposed project is categorically exempt from the provisions of the California
Environmental Quality Act (CEQA) under CEQA guidelines Section 15301 "Existing Facilities"
Class 1 (c). The CEQA Notice of Exemption has been filed with the County Recorder's Office.
The proposed project is also categorically excluded from the provisions of the National
Environmental Policy Act (NEPA) under 24 CFR Section 58.35. Documentation of this
determination is on file.
Construction is scheduled to begin in October 2016 and is expected to be completed within 45
calendar days.

contract to Astra Builders, Inc. of Anaheim, California in the amount of $26,780 and
authorized the Mayor to execute and the City Clerk to attest the contract on behalf of the
City.
