2. SUMMARY
Bids for Bid No. 167 -01; Weimer Room Men's Restroom Remodel Project (SP -3962) were
received and opened on July 28, 2016. Four bidders responded to the Notice Inviting Bids. The
apparent low bidder is Astra Builders Inc., of Anaheim, California in the amount of $26,780.
1 3. RECOMMENDED ACTION
1. Appropriate $33,000 from the Capital Projects (500) unreserved fund balance to expenditure
account number 500.5028.56032.20305, and
2. Award the contract to Astra Builders Inc. of Anaheim, California in the amount of $26,780
and authorize the Mayor to execute and the City Clerk to attest the contract on behalf of the
City.

17. DISCUSSION and BACKGROUND J
The men's restroom adjacent to the Weimer room does not meet current Americans with
Disabilities Act (ADA) recommendations. This project will remodel the existing Weimer Room
men's restroom to comply with current ADA requirements as set forth by the 2013 California
Building Code (CBC) Volume 1, Chapter 11B.
The scope of work involves the demolition, removal and refraining of the vestibule and entrance
doorway. The removal of the existing urinals, toilets, partitions, and sink. The existing bathroom
accessories and fixtures will be adjusted to meet ADA requirements, along with the installation
of a new sink, partitions, and toilet. Ceiling repair will be as needed to match existing size, color,
and appearance.
The bid solicitation was advertised on July 7, 2016 for a period of three (3) weeks, and bids were
opened on July 28, 2016. Four bidders submitted proposals as follows:

In addition to the low bid amount of $26,780 by Astra Builders Inc., staff is requesting an
additional appropriation of $6,000 above the low bid amount to cover inspection costs and any
change orders resulting from unforeseen conditions.
The project is exempt from the provisions of the California Environmental Quality Act (CEQA)
pursuant to CEQA Guidelines Section 15301 (Class 1, Minor Alterations to Existing Facilities).
This section exempts operation, repair, maintenance, and minor alterations to public structures,
facilities and mechanical equipment (including interior or exterior alterations to items such as
interior partitions, plumbing and electrical conveyances) involving negligible to no expansion of
the existing use. The proposed remodel of the restroom at City Hall falls within this exemption
category and involves no expansion of the existing use. A Notice of Exemption will be filed with
the County Recorder's Office upon Council approval of the project.
Construction is scheduled to begin in early October 2016 and is expected to be completed within
thirty calendar days.
