7. DISCUSSION and BACKGROUND
a. Claim for indemnity from County of Orange related to trip and fall litigation filed by
Timothy Hutt against the City and County.
b. Claim for damages from Guadalupe Cisneros alleging a wrongful tow after her
vehicle had been stored on a City street for more than 72 hours in violation of the
Orange Municipal Code.
c. Claim for damages from Melissa Gority alleging loss of property by the Orange
Police Department.
d. Claim for damages from Norma Jean Murphy alleging personal injury when she was
hit by a baseball from the Orange High School athletic field.
e. Claim for damages from Mario Ernesto Murillo alleging tire damage to his vehicle
caused by sunken asphalt.
f. Claim for damages from Steve Cavenee alleging property damage to his property
caused by traffic.

ACTION: 1) Appropriated $33,000 from the Capital Projects (500) unreserved fund
balance to expenditure account number 500.5028.56032.20305; and 2) Awarded the
contract to Astra Builders, Inc. of Anaheim, California in the amount of $26,780 and
authorized the Mayor to execute and the City Clerk to attest the contract on behalf of the
City.
3.15 Award of Contract — Bid No. 167 -02; Fiscal Year 2015 -16 (FY16) Community
Development Block Grant (CDBG) Alley and Street Improvements Project: Highland
Street Neighborhood. (A2100.0; Agr -6392)
ACTION: 1) Awarded the contract in the amount of $403,909.30 to All American Asphalt,
and authorized the Mayor and City Clerk to execute the necessary documents on behalf of
the City.
