SR - BID 167-07 - ADVERTISE BIDS CITY HALL HVAC ROOF TOP UNITS REPLACEMENT1. SUBJECT Bid No. 167 -07; Approval of plans and specifications, and authorization to advertise for bids for City Hall HVAC Roof Top Units Replacement Project (SP- 3974). 2. SUMMARY Plans and specifications have been completed for the City Hall HVAC Roof Top Units Replacement Project. The project is ready to be advertised for bids. The Engineer's construction estimate is $275,000 including 10% contingencies and construction management cost. 13. RECOMMENDED ACTION Approve plans and specifications and authorize advertising for bids for City Hall HVAC Roof Top Units Replacement Project. 14. FISCAL IMPACT Funds are budgeted and available in the following account: 500.5028.56032.19835 (Civic Center HVAC Replacement) $ 300,000 15. STRATEGIC PLAN GOAL(S) lb. Policy 2.9: Promote City operations as a model for energy efficiency and green building. 7. DISCUSSION and BACKGROUND Plans and specifications have been completed for this project which consists of replacing three 50 ton each mechanical roof top units. The existing units are more than 18 years old, inefficient, and have reached the end of their service life. Replacement parts are becoming difficult to locate resulting in loss of control and uncomfortable temperatures for building occupants. Replacement of these units was also included in the recommendations of the energy efficiency audit that was completed last year. The three new units will serve all three buildings in City Hall. Procurement and installation cost including 10% for contingencies and construction engineering is estimated at $275,000. The project is exempt from the provisions of the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15301 (Class 1, Minor Alterations to Existing Facilities). This section exempts operation, repair, maintenance and minor alterations to public structures, facilities and mechanical equipment (including interior or exterior alterations to items such as interior partitions, plumbing and electrical conveyances) involving negligible to no expansion of the existing use. The proposed replacement of the HVAC System at City Hall falls within this exemption category and involves no expansion of the existing use. A Notice of Exemption will be filed with the County Recorder's Office upon Council approval of the plans and specifications. Installation is scheduled to begin in mid - December 2016 to take advantage of the Christmas closure and is expected to be completed within thirty calendar days. 8. (A2100.0; Agr -6391) ACTION: 1) Appropriated $33,000 from the Capital Projects (500) unreserved fund balance to expenditure account number 500.5028.56032.20305; and 2) Awarded the contract to Astra Builders, Inc. of Anaheim, California in the amount of $26,780 and authorized the Mayor to execute and the City Clerk to attest the contract on behalf of the City. 3.15 Award of Contract — Bid No. 167 -02; Fiscal Year 2015 -16 (FY16) Community Development Block Grant (CDBG) Alley and Street Improvements Project: Highland Street Neighborhood. (A2100.0; Agr -6392) ACTION: 1) Awarded the contract in the amount of $403,909.30 to All American Asphalt, and authorized the Mayor and City Clerk to execute the necessary documents on behalf of the City.
