Appropriation of funds received from Rancho Santiago Community College District (Santa Ana
College) for Fire Department training hours.
2. SUMMARY
Santa Ana College currently sponsors continuing education curriculum for local Orange County
fire departments. Orange City Fire Department is one of those local agencies that submit a total
amount of training hours per semester to Santa Ana College. Following the submittal of a
recorded number of training hours, a payment is then issued to the Fire Department by Santa Ana
College.
3. RECOMMENDED ACTION
1. Accept into the City's revenue budget a $15,689.04 payment from Rancho Santiago
Community College District, into revenue account 100.3023.48210.20234 — (Expense
Reimbursement Santa Ana College Fire Training).
2. Authorize the appropriation of $15,689.04 into expenditure account 100.3023.51840.20234 —
(Local- Training Santa Ana College).
4. FISCAL IMPACT
Upon appropriation, funds will be available to cover the costs of Fire Department training and
operational programs as follows:

ongoing consistency between the General Plan and the Multi- Hazard Functional Plan and Fire
Department Strategic Deployment Plan.
7. DISCUSSION and BACKGROUND
The Fire Department is a party to an agreement with Santa Ana College, wherein the College
pays the Department $3.50 per firefighter for each hour of training. Within the agreement, funds
may be used for Fire Department training expenses and other operational needs. The Fire
Department recently received a check for $15,689.04 from Rancho Santiago Community College
District, pursuant to this agreement. These funds now need to be appropriated into the Fire
Department's FY 2016 -17 Budget.
Training curriculum sponsored by Santa Ana College is chosen based on the guidelines set forth
by the California Community Colleges Chancellor's Office (CCCCO). Curriculum is divided
into several different courses that are required by Cal -OSHA and designed for large group
instruction. The Fire Department utilizes subject matter experts to conduct the training to address
the required material by CCCCO. Training hours are recorded by Fire Department personnel
within the current records management system. The total number of hours are then calculated
each semester by the Fire Department's Training Captain and submitted as an invoice to Santa
Ana College.
Funds received from Santa Ana College give the Fire Department the ability to pay for outside
instructors when the department does not have a subject matter expert for required training.
These funds also provide the ability for the Fire Department to purchase improved training aids,
books, materials and equipment. Santa Ana College funds assist the Fire Department with
meeting other operational needs which go beyond the Fire Department's available fiscal year
budget.

ACTION: Authorized the Mayor and the City Clerk to execute the license agreement
between the City of Orange and the County of Orange.
3.9 Consulting Services Agreement and five -year Maintenance Agreement with N. Harris

NOTE: Mayor pro tem Murphy abstained due to a potential conflict with his employment.
ACTION: Approved the consulting services agreement with N. Harris Computer
Corporation for the upgrade and the five -year maintenance agreement and authorized the
Mayor and the City Clerk to execute on behalf of the City.
