SR - AGR-5807.A - USE OF EAST-END POLICE SUBSTATION FACILITY1. SUBJECT License agreement between the City of Orange and County of Orange for use of the east -end Police Substation Facility. 2. SUMMARY In 2011, the City and County entered into a five year license agreement to allow the Orange County Intelligence Assessment Center ( OCIAC) to occupy the then vacant east -end police substation. This arrangement has benefitted the City and improved the effectiveness of the OCIAC. The license agreement has the County paying all costs for the utilities used by OCIAC and all tenant improvements. 3. RECOMMENDED ACTION Authorize the Mayor and City Clerk to execute the license agreement between the City of Orange and the County of Orange. 4. FISCAL IMPACT There will be no fiscal impact to the City. 5. STRATEGIC PLAN GOAL(S) 1 a. Provide for a Safe Community: Provide staffing and resources to deliver services that ensure public safety. 6. Policy 6.4: Continue to support, develop, and implement programs which improve the city's approve to fighting crime. 7. DISCUSSION and BACKGROUND In 2002, the Orange County Board of Supervisors approved the creation of the Terrorist Early Warning Group (TEWG) in response to the terrorist attacks of September 11, 2001. In 2003, the Orange Police Department assigned a police sergeant to oversee Homeland Security efforts within the City of Orange and to act as a formal liaison with the TEWG. As more agencies throughout the County became involved, the Orange County Intelligence Assessment Center ( OCIAC) was formed. OCIAC was originally housed at the County facility at Loma Ridge however, this location soon became too small and lacked the technological needs of the important intelligence unit. Since the City's east end police substation had gone unused and remained vacant, the County inquired about moving OCIAC to that location In 2011, the City and County entered into a five year license agreement to allow the Orange County Intelligence Assessment Center ( OCIAC) to occupy the then vacant east -end police substation. It was agreed that the actual lease payment would be $0 as the city benefitted by having this unit in our city providing additional law enforcement resources readily available. This arrangement has benefitted the City and improved the effectiveness of OCIAC. The license agreement has the County paying all operating costs for the utilities used by OCIAC and all tenant improvements. The City and County now desire to enter into a new five year license agreement to continue OCIAC's use of the facility. This will continue to enhance the partnership between the City of Orange Police Department and OCIAC as we work together in the detection, prevention, and apprehension of terrorist acts both foreign and domestic. 8. Harris Computer Corporation (Harris). (A2100.0; Agr -6390, 4345.C) NOTE: Mayor pro tem Murphy abstained due to a potential conflict with his employment. ACTION: Approved the consulting services agreement with N. Harris Computer Corporation for the upgrade and the five -year maintenance agreement and authorized the Mayor and the City Clerk to execute on behalf of the City. APPROPRIATIONS 3.10 Appropriation of funds received from Rancho Santiago Community College District (Santa Ana College) for Fire Department training hours. (C2500.H)) ACTION: 1) Accepted into the City's revenue budget a $15,689.04 payment from Rancho Santiago Community College District, into revenue account 100.3023.48210.20234 — (Expense Reimbursement Santa Ana College); and 2) Authorized the appropriation of $15,689.04 into expenditure account 100.3023.51840.20234 — (Local- Training Santa Ana College). 3.11 Request to Accept and Appropriate into the City's Revenue Budget a $14,350 Donation from the Orange Public Library Foundation (OPLF). (C2500.I) ACTION: 1) Accepted into the City's revenue budget a $14,350 donation into revenue Account No. 100.2001.48390.19322 (Library Foundation Donations); and 2) Authorized the appropriation of $14,350 into expenditure Account No. 100.2001.53301.19322 (Book Budget — OPLF).
