REGULAR SESSION
1.1 CALL TO ORDER: Chair Gladson called the meeting to order at 7:00 p.m.
1.2 FLAG SALUTE: Commissioner Gladson led the flag salute.
1.3 ROLL CALL: Commissioner Simpson was absent. All other Commissioners were present.
1.4 PUBLIC PARTICIPATION: None
1.5 CONTINUED OR WITHDRAWN ITEMS: None
1.6 PLANNING MANAGER REPORTS: Ms. Roseberry informed the Commission that
there were no items for the July 18 Planning Commission meeting and tonight's
meeting would be adjourned to Monday, August 1 beginning at 6:00 p.m. for a CEQA
Study Session. Also she was looking at options for getting mail to the Commission in a
timelier manner and she would be emailing the Commissioners for their input.

3. NEW HEARING:
3.1 CONDITIONAL USE PERMIT 2989 -15; MAJOR SITE PLAN REVIEW 0831 -15;
DESIGN REVIEW 4823 -15; AND ADMINISTRATIVE ADJUSTMENT 0233 -16 —
ENCORE HEWES SENIOR APARTMENTS
The applicant proposes to construct 12 Senior Apartments and associated site
improvements.
LOCATION: 130 SOUTH HEWES STREET
NOTE: The proposed project is categorically exempt from the provisions
of the California Environmental Quality Act (CEQA) per State
CEQA Guidelines 15332 (Class 32 — In -fill Development
Projects) because the project meets the following criteria:
a) The project is consistent with the existing General Plan
designations, General Plan policies and applicable zoning
designations and regulations;
b) The project is in the City on a site less than five acres and
is substantially surrounded by urban uses;
c) The project site has no value as habitat for endangered,
rare or threatened species;
d) The project has been evaluated by significant effects
relating to traffic, noise, air quality, and water quality and
no significant effects have been identified; and
e) The site would be adequately served by all required
utilities and public services.
RECOMMENDED ACTION:
Adopt Planning Commission Resolution 11 -16 approving the
construction of 12 senior apartments and associated site
improvements.
Discussion: Chad Ortlieb, Senior Planner, presented a project overview consistent with
the staff report. He explained that this would be the first project to be developed under
the Neighborhood Mixed Use development standards.
Commissioner Willits thanked Mr. Ortlieb for providing clarification on the new
ordinance (Ordinance 05 -16).
The Commission questioned staff about the ingress /egress of the project with it being so
close to a busy intersection; the mixed use standards and what would be allowed in that
zone; the code requirements for sound proofing the units since they would be so close to
Chapman Avenue; and if other senior projects in the future would be utilizing the new
ordinance.

The applicant who was present for the project was Jeff Moore. He wanted to thank staff
for their help during the entitlement process.
The Commission asked the applicant about the project's proximity to the intersection
and how construction issues would be mitigated; how long would the construction
period be; why not construct 11 units instead of 12; how would management be handled
for the small senior complex; wanted to encourage the management group to make sure
they adhere to the storage of vehicles in the garages and not miscellaneous personal
items; and noted none of the units would provide affordable housing and wanted the
applicant to consider affordable housing in future projects.

The Commission applauded the project for adding more senior housing in Orange;
wanted clarification made on the deed restriction found on Supplemental Condition No.
53; asked if there needed to be a parking management plan; and wanted to see signage
for visitor and guest parking which would make it clear on the parking rules.
Motion was made to adopt Planning Commission Resolution 11 -16 approving
Conditional Use Permit 2989 -15, Major Site Plan Review 0831 -15, Design Review
4823 -15, and Administrative Adjustment 0233 -16 for the construction of 12 age
restricted (senior) apartments named Encore Hewes Senior Apartments located at
130 South Hewes Street, noting the item was categorically exempt from CEQA:
With the following addition to Condition No. 15 of the staff report:
1. That the carports would be for guest parking during daytime hours.
