Resolution No. 10958 — A Resolution of the City Council of the City of Orange accepting certain
roads and streets into the City Street System.
2. SUMMARY
Adoption of Resolution No. 10958 will cause certain real property previously acquired by the
City for street purposes to be accepted into the City Street System.
3. RECOMMENDED ACTION
Adopt Resolution No. 10958.

enhance public safety and improve circulation.
Policy 3.1: Continue to maintain and repair sidewalks and pavement surfaces on public rights -
of -way.
7. BACKGROUND and DISCUSSION
Section 1806 of the California Streets and Highways Code provides that, except upon the
annexation of territory to the City, no public or private street or road shall become a City street or
road until the City Council, by resolution, has caused the street or road to be accepted into the
City Street System.
The northerly portion of a particular parcel (APN 392 - 061 -02), commonly known as Yorba Park
is currently part of Chapman Avenue and not a part of the park as shown on the Assessor's maps.
Without City Council action incorporating that northerly portion of APN 392 - 061 -02 that is now
street right -of -way, the Assessor will not change their map to reflect the current street
configuration. This resolution will incorporate that street right -of -way into the City Street
System, thus allowing the Assessor to correct the configuration on their maps.
Although this parcel is owned by the City, the portion that is now a street right -of -way is not
considered a public street until the City adopts a resolution to expressly accept that portion of the
parcel into the City Street System, and only then it will be shown as a public street by the Orange
County Assessor in the Assessor's map book. Upon the adoption of Resolution No. 10958 and
recordation of a certified copy thereof in the Official Records of the County of Orange, the
Assessor's map book will be revised by the County Assessor to correctly show that portion of the
parcel that is a public street.

ACTION: 1) Authorized the purchase of one piece of pumper equipment for the Orange
Fire Department from Pierce Manufacturing, located in Appleton, WI, in the amount of
$777,640; 2) Authorized the purchase of equipment and supplies needed to outfit the
pumper from various vendors (lowest qualified bidder) in the amount of $82,870; 3)
Authorized the purchase of communication equipment, including radio(s), mobile data
computer and GPS unit to outfit new pumper to current OFD standards in the amount of
$17,959; 4) Authorized the transfer of $10,000 from: 790.1601.56033.19640 (Info Tech
Upgrades) to 790.3021.56032.12955 (Mobile Data Computers); and 5) Authorized the City
Manager to surplus the replaced vehicle.
