SR - - ONE PUBLIC SAFETY VEHICLE FOR FIRE DEPARTMENT1. SUBJECT Purchase of one Public Safety Vehicle for Orange Fire Department. 2. SUMMARY Purchase of a Fire Apparatus (pumper) for the Orange Fire Department from Pierce Manufacturing, located in Appleton, Wisconsin in the amount of $878,469 through a Cooperative Purchasing Agreement (CPA). 3. RECOMMENDED ACTION 1. Authorize the purchase of one piece of pumper equipment for the Orange Fire Department from Pierce Manufacturing, located in Appleton, Wisconsin in the amount of $777,640 2. Authorize the purchase of equipment and supplies needed to outfit the pumper from various vendors (lowest qualified bidder) in the amount of $ 82,870 3. Authorize the purchase of communication equipment, including radio(s), mobile data computer and GPS unit to outfit new pumper to current OFD standards in the amount of $17,959 4. Authorize the transfer of $10,000 from: 790.1601.56033.19640 Info Tech Upgrades to 790.3021.56032.12955 Mobile Data Computers 5. Authorize the City Manager to surplus the replaced vehicle 4. DISCUSSION and BACKGROUND After review of the current vehicle replacement list, it was determined that the purchase of one pumper was needed. As noted below, in addition to the purchase of the pumper, ancillary equipment and communications outfitting is needed, some of which will be removed from the existing vehicle. Additional funds have been set aside within the budget for this equipment and installation by Public Works, Fleet Services Division, and Orange Fire Department. The purchase of one Fire Engine for the Orange Fire Department will be completed using a CPA with HGACBuy, Contract No. FS 12-15 through Pierce Manufacturing in Appleton, Wisconsin. Pierce Manufacturing: Purchase of one pumper includes tax and delivery $ 774,860.71 Purchase of Option #2 Cummings Engine 10 -year extended warranty $ 2,779.00 Sub -total Pierce Mfg. $ 777,639.71 Other Vendors /Suppliers used for outfitting of f the pumper: Purchase of equipment and supplies from various vendors $ 82,870.08 Purchase of communications equipment $ 17,959.36 Sub -total Other Vendors $ 100,829.44 Total Amount $ 878,469.15 ITEM 2 8/9/2016 Section 3.08.290 of the Orange Municipal Code states any agreement involving the acquisition of materials, supplies, or equipment may be entered into with another government entity through cooperative purchasing provisions. Pierce Manufacturing will deliver one pumper through HGACBuy CPA in 330 days from receipt of a City of Orange Purchase Order. Before the unit is in service, an additional one to two months will be required to outfit setup and mount equipment The Fire Apparatus scheduled for replacement is unit number 1144. 8.
