SR - - 100 TASERS EQUIPMENT AND WARRANTY SERVICES1. SUBJECT Purchase of 100 Tasers, equipment and warranty services from Taser International as a sole source vendor for fiscal period July 1, 2016 through June 30, 2021. 2. SUMMARY The Police Department is requesting approval to purchase Tasers, equipment and warranty services for patrol and special units from Taser International in an amount not to exceed $118,962. 3. RECOMMENDATION / ACTION 1. Approve the purchase of Tasers, equipment and warranty services from Taser International, Inc. in the amount of $118,962. 2. Authorize the appropriation of $118,962 from the Federal Asset Forfeiture Treasury Asset Fund unreserved fund balance to expenditure account number 355.4011.55131.00000, Federal Asset Forfeiture Treasury Asset Fund, Equipment; and 4. FISCAL IMPACT Upon appropriation, funds will be available to cover the cost of the Tasers, equipment and warranty services as follows: 355.4011.55131.00000 Federal Asset Forfeiture Treasury Asset Fund $118,962 5. STRATEGIC PLAN GOAL(S) 1 a. Provide for a Safe Community - Provide staffing and resources to deliver services that ensure public safety. 6. GENERAL PLAN IMPLEMENTATION Public Safety Goal 6.0 Provide public safety services of the highest quality. Policy 6.1: Provide the Police Department with adequate personnel, equipment and state -of the art- technology to effectively combat crime, meet existing and projected service demands, and provide crime prevention programs. These resources should be provided prior to anticipated needs. 7. DISCUSSION and BACKGROUND Background The Orange Police Department authorizes officers to use a variety of techniques and "less lethal" tools that allow officers to control situations. Among these are conducted electronic weapons referred to as " Tasers." They provide for the safety of the community, including suspects who are arrested for crimes and officers making the arrests. Tasers previously purchased by the department have reached the end of their service, life and will no longer be manufactured or repaired. Additionally, the corresponding software will no longer be made available leading to the inability to print a Taser use report after the weapon has been discharged. Discussion Taser International is the brand name of the most widely used device and is the sole source vendor of Taser X26P and its accompanying extended warranty. The new model, Taser X26P, is nearly identical to our existing X26 model, requiring no additional training. Each device comes with a one -year warranty that includes software and device repair services and complimentary upgrades (if applicable). The extended four -year warranty is an added feature obtained through the Taser Assurance Plan. Enrollment in the Taser Assurance Plan (TAP) is an arrangement to convert a large, periodic equipment purchase by spreading the expense over five years. The program requires an initial purchase of participating devices, enrollment in the Taser Assurance Plan, and five -equal annual payments that will result in 100 new Taser devices at the end of the fifth year. The Standard ITEM 8/9/16 Issue Grant (SIG) program provides a discount of $150 per device or $15,000, reducing the first annual payment to $4,722. The TAP breakdown is provided below: Taser Assurance Plan Program Period Amount Term 1 ($19,722 — $15,000) $4,722 Term 2 - 5 $19,722 per year Re- enrollment in the TAP program will be made available at the completion of the fifth year. The initial purchase, including the SIG discount and tax, is $118,962 the equivalent to $1,190 per device. The TAP program is a way to acquire the latest technology, while covering long -term costs of repairs and devices, to better serve the public. The TAP program guarantees the devices received in 2021 are purchased at the 2016 prices, are replaced with the newest model comparable to the X26P, and will ensure the compatibility of the holsters. The Orange Police Department recommends the purchase of 100 Taser X26P devices, equipment, and warranty services from Taser International in the amount of $118,962. The remaining appropriations of $21,300 (which includes tax) will be included as a budget decision package beginning in fiscal year 2017 -2018. 8. Granger Construction, Inc., and authorization to file the Notice of Completion with the County recorder. (No staff report required.) ACTION: Accepted improvements, authorized release of Contractor's Performance and Payment Bond (Bond no. # CSB0009044) in the amount of $50,090.00 to the contractor on said job, and authorized the Mayor and City Clerk to execute the Notice of Completion.
