SR - AGR-6378 - TRAFFIC SIGNAL EMERGENCY RESPONSE SERVICES1. SUBJECT Award a Contract to Siemens Industry, Inc. for Traffic Signal Emergency Response Services. 2. SUMMARY The contract authorizes Siemens Industry, Inc., to provide emergency response services for the City's traffic signals, flashers, and street lights knock downs. 3. RECOMMENDED ACTION Award a contract in an amount not to exceed $40,000 to Siemens Industry, Inc. of Orange, CA, and authorize the Mayor and the City Clerk to execute on behalf of the City. 4. FISCAL IMPACT Funds are budgeted and available in the following account: 100.5074.51700.00000 Traffic Signal Emergency Response Services $ 40,000 5. STRATEGIC PLAN GOAL(S) Lb Provide and maintain infrastructure necessary to ensure the safety of the public. 6. GENERAL PLAN IMPLEMENTATION Infrastructure Goal 3.0: Ensure adequate maintenance of public rights -of -way to enhance public safety and improve circulation. Policy 3.3: Continue to design, install, and maintain signals, signage, street lights, and traffic control devices within rights -of -way. 7. DISCUSSION and BACKGROUND There are currently one hundred fifty -seven (157) traffic signals and forty-four warning flashers (44) within or partially within the City of Orange, all under the City's maintenance responsibilities. While the Traffic Operations crew is able to efficiently perform its regular maintenance activities for the entire traffic signal network, there are incidents that require emergency response to restore and ensure continuous traffic signal operations. This contract will address emergency response services for incidents outside of regular traffic signal maintenance. The incidents which establish an emergency condition include street light knock- downs, failure or malfunction of the traffic signal system, interruption of normal signal operation due to vehicle collisions, power outages, and other similar circumstances. Under these conditions, the contractor will provide its own labor, materials, and equipment to immediately restore traffic signal operations in a safe and efficient manner. On June 2, 2016, staff issued a Request for Proposal (RFP) to four contractors namely; Aegis ITS, LA Signal, Siemens Industry, Inc. (Siemens), and Computer Service Company, for traffic signal emergency response services. The City received three proposals on June 16, 2016. Staff evaluated the proposals based on the criteria specified in the RFP which includes understanding of the scope of work, relevant experience, project team, personnel and equipment availability, and cost. Based on those criteria, Siemens Industry, Inc. is the top - ranked contractor. Siemens is a well - established and reputable company servicing municipalities across the nation including over 100 local agencies in Southern California. They have the most responsive proposal with appropriate levels of manpower and equipment provided at a low cost. Staff is recommending the award of the agreement to Siemens. Siemens has the knowledge, experience, manpower and equipment, to address the City's requirements and has performed very well on its last emergency response services contract with the City. As in the past, the terms of this agreement will be an initial one (1) year, with an additional four (4) one -year extensions. Renegotiation of the amount and unit prices may be initiated by the Contractor as part of the agreement for each one -year extension, with increases limited to two percent (2 %). 8. Granger Construction, Inc., and authorization to file the Notice of Completion with the County recorder. (No staff report required.) ACTION: Accepted improvements, authorized release of Contractor's Performance and Payment Bond (Bond no. # CSB0009044) in the amount of $50,090.00 to the contractor on said job, and authorized the Mayor and City Clerk to execute the Notice of Completion. PURCHASES 3.21 Purchase Sodium Hypochlorite for various City of Orange Well Sites from Waterline Technologies, Inc. on an "as needed" basis for Fiscal Year 2016 -2017. (C2500.M) ACTION: Approved purchase of Sodium Hypochlorite on an "as needed" basis from Waterline Technologies, Inc. in the amount not to exceed $70,000. 3.22 Purchase of 100 Tasers, equipment and warranty services from Taser International as a sole source vendor for fiscal period July 1, 2016, through June 30, 2021. (C2500.K) ACTION: Approved the purchase of Tasers, equipment and warranty services from Taser International, Inc. in the amount of $118,962; and authorized the appropriation of $118,962 from the Federal Asset Forfeiture Treasury Asset Fund unreserved fund balance to expenditure account number 355.4011.55131.00000, Federal Asset Forfeiture Treasury Asset Fund, Equipment.
