Award of Contract: Bid No. 156 -47; Collins Avenue Storm Drain Improvements Project (D-
170).
2. SUMMARY
Bids for Collins Avenue Storm Drain Improvements Project were received, and opened on July
14, 2016. Eight (8) bidders responded to the Notice Inviting Bids. The apparent low bidder is
Ramona, Inc. of Arcadia, CA in the amount of $226,250. But Ramona, Inc. notified the City that
it had made a clerical mistake and requested to be relieved of the bid. Staff recommends
awarding the contract to the second low bidder Grbcon, Inc. in the amount of $196,630 (after
removing two deletable bid items). The engineer's estimate including 15% for contingencies and
construction engineering is $172,500.
1 3. RECOMMENDED ACTION
1. Relieve the bid received from the first apparent low bidder, Ramona, Inc. of Arcadia, CA, on
the basis of their request for relief due to a mathematical error.
2. Transfer $22,000 from 220.5021.56015.14997 (Municipal Parking Lot Maintenance) to
220.5022.56330.30078 (Sanitation & Sewer - Installation of Bio Clean Unit on Collins).
3. Award the contract in the amount of $196,630 to Grbcon, Inc. of Arcadia, CA and authorize
the Mayor and City Clerk to execute on behalf of the City.

7. DISCUSSION and BACKGROUND
A hydrodynamic separator will be installed at the downstream end of an existing 48" reinforced
concrete pipe (RCP) storm drain line on Collins Avenue west of Eckhoff Street that currently
discharges into the Santa Ana River. The storm drain line collects runoff from a 54 acre drainage
area. Five connector pipe screens will be installed on Grove Avenue to capture litter from
industrial sites and nearby apartment buildings in a mixed residential neighborhood. The
hydrodynamic separator and pipe screens will capture trash, sediment, bacteria, organic matter,
nutrients, pesticides, and other debris to minimize pollutants that enter the Santa Ana River.
Public Works applied for and was awarded $150,000 in funding from the OCTA M2 (Tier 1) call
for projects to complete this work.
The bid solicitation was advertised as informal bid procedures on June 23, 2016 for a period of
three (3) weeks. Bids were opened on July 14, 2016, and eight (8) bidders submitted proposals as
follows:

The first apparent low bidder, Ramona, Inc. of Arcadia, CA, informed staff on July 18, 2016 that
a mistake made with the Bid is materially different from what Ramona intended it to be.
Ramona, Inc. requested relief from the bid. Staff reviewed the bid received and met with a
representative from Ramona, Inc. and decided to accept Ramona's request.
Grbcon, Inc. of Arcadia, CA is the second lowest bidder. The total bid amount was $234,530
which was over the project's budgeted amount. However, items two and three in the bid were
deletable bid items included in the bid proposal, so staff is deleting the two bid items and
recommends awarding Grbcon, Inc. a contract amount of $196,630. Staff is also recommending
transfer of $22,000 from CIP Project 220.5021.56015.14997 to this project as the funding from
14997 is no longer needed to address water quality improvement related work.
The proposed storm drain improvement is categorically exempt from the provisions of the
California Environmental Quality Act (CEQA) under CEQA guidelines Section 15301 "Existing
Facilities" Class 1 (b). The Notice of Exemption has been filed with the County Recorder's
Office.
Construction is scheduled to begin in September 2016 and is expected to be completed within
thirty calendar days.
