2. SUMMARY
Bids for Sewer Line Replacement, Shaffer Street -300 Feet North of Chapman Avenue to Walnut
Avenue, Parker Street - Chapman Avenue to Almond Avenue, Palmyra Avenue, Olive Street to
Orange Street (S -238) were received and opened on July 28, 2016. Seven bidders responded to
the Notice Inviting Bids. The apparent low bidder is Vailston Company Inc. of San Marcos,
California.
3. RECOMMENDED ACTION
1. Appropriate $20,000 from Sanitation (220) unreserved fund balance to expenditure account
220.5011.56200.15508 (Sewer Line Replacement).
2. Accept the lowest bid, and award the contract to Vailston Company Inc. of San Marcos,
California in the amount of $1,034,103 and authorize the Mayor to execute and the City
Clerk to attest the contract on behalf of the City.

7. DISCUSSION and BACKGROUND
The City Council previously approved advertisement for bids at its June 9, 2016 meeting. The
bid solicitation was advertised on July 7, 2016 for a period of three weeks and bids were opened
on July 28, 2016. Seven bidders submitted proposals as follows:
The Sewer Maintenance crew provides information from their field observations of the sewer
system to Engineering Design on a continuous basis. As result of this feedback, the sewer
segment on Shaffer Street -300 feet north of Chapman Avenue to Walnut Avenue needs to be
replaced. This location has been requiring a higher than normal level of maintenance service for
several reasons, but generally it is due to offset joints, tree roots, broken sections, and/or being
undersized. The sewer segments on Parker Street and Palmyra Avenue are located in areas where
pavement rehabilitation was scheduled to take place in the summer of 2016. Pavement
rehabilitation will now take place after the sewer lines are replaced. A video survey of the sewer
pipe was requested. In reviewing the footage it was determined that these areas are warranted for
sewer replacement due to large offsets and broken pipe sections.
The project addresses the maintenance issues by replacing existing 6" lines with approximately
2,943 linear feet of 8" and 371 liner feet of 6" clay lines and reconnecting the service laterals. As
part of this project, (Shaffer and Palmyra and Shaffer and Maple), two concrete street
intersections will also be reconstructed due to poor pavement conditions. The concrete pavement

Tax funds.
The proposed sewer replacement is categorically exempt from the provisions of the California
Environmental Quality Act (CEQA) under CEQA guidelines Section 15301" Existing Facilities"
Class 1 (b). The Notice of Exemption has been filed with the County Recorder's Office.
Construction is scheduled to begin in September 2016 and is expected to be completed within 90
calendar days.

ACTION: 1) Relieved the bid received from the first apparent low bidder, Ramona, Inc. of
Arcadia, CA, on the basis of their request for relief due to a mathematical error; 2)
Transferred $22,000 from 220.5021.56015.14997 (Municipal Parking Lot Maintenance) to
220.5022.56330.30078 (Sanitation & Sewer - Installation of Bio Clean Unit on Collins); and
3) Awarded the contract in the amount of $196,630 to Grbcon, Inc. of Arcadia, CA, and
authorized the Mayor and City Clerk to execute on behalf of the City.
