Bid No. 167 -05; Approval of plans and specifications, and authorization to advertise for bids for
the Yorba Park Grading Project (SP- 3960).
2. SUMMARY
Plans and specifications have been completed for the Yorba Park Grading Project. The project is
ready to be advertised for bids. The Engineer's construction estimate is $209,000 including 15%
contingencies and construction management cost.
3. RECOMMENDED ACTION
Approve plans and specifications and authorize advertising for bids for the Yorba Park Grading
Project.
4. FISCAL IMPACT
Funding from the settlement agreement with the County of Orange will be utilized for this
grading project. At the time of the contract award, staff will make a recommendation to
appropriate necessary funding needed for the proposed grading work.

6. GENERAL PLAN IMPLEMENTATION
Infrastructure Element Goal 3.0 Ensure adequate maintenance of public rights -of -way to
enhance public safety and improve circulation.
Policy 3.1: Continue to maintain and repair sidewalks and pavement surfaces on public rights
of -way.
7. DISCUSSION and BACKGROUND
As part of the settlement agreement with the County of Orange, the City is required to grade the
Yorba Park site to provide proper drainage. Soil import of 5,000 cubic yards is needed to fill the
low spots and regrade the site to provide positive drainage.
The grading activities will also impact the dog park area and fencing for the dog park will be
removed for the duration of the project. Once the grading project is complete, the County of
Orange will be upgrading the gas extraction well and associated facilities. Community Services
will install a new irrigation system and reestablish grass cover over the park after both projects
are completed. The scope of work also consists, but is not limited to adjustment or replacement
of the existing fences, removal and replacement of a portion of the asphalt concrete parking lot, a
drainage inlet, and striping of the parking lot. The Community Services Department will be
conducting public outreach with the Dog Park Association and dog park users to provide details
and impacts of these projects.
The cost estimate for the grading project portion is $209,000 including 15% contingencies and
construction management cost. Grading work is anticipated to begin by the end of the year and is
expected to be completed within sixty calendar days, weather permitting. Plans and
specifications are available for review in the Public Works Department.

toward consultant staff services and approve a First Amendment to Consultant

ACTION: 1) Appropriated $100,000 from unreserved fund balance of the General Fund
(Fund 100) to the Advance Planning Other Professional and Consulting Services account

Group to increase the total compensation by an additional $40,000.

ACTION: Authorized an appropriation of $593,178.87 to HOME Program Income (317)
