SUBJECT Bid No. 167 -03; Approval of plans and specifications, and request authorization to advertise for bids the Federal Highway Safety Improvement Program (HSIP) Pedestrian Crossings Upgrade at 14 Intersections Project (SP- 3857). 2. SUMMARY The plans and specifications for the HSIP Pedestrian Crossing Upgrade at 14 Intersections Project have been completed. The project is ready to be advertised for bids. The total construction cost estimate including contingencies and construction engineering (15 %) is $253,000. The project has received additional HSIP grant funds in the amount of $49,500. 1 3. Policy 3.3: Continue to design, install, and maintain signals, signage, street lights, and traffic control devices within rights -of -way 17. DISCUSSION and BACKGROUND In response to the Highway Safety Improvement Program (HSIP) call for projects, the City applied and was approved for engineering and construction grant funds for the Pedestrian Crossing Upgrades at 14 Intersections Project. The intent of the HSIP program is to achieve a significant reduction in fatalities and serious injuries on all public roads. The original federal grant fund for engineering and construction is $222,000. Since then, the project has received additional HSIP grant funds of $49,500 to cover environmental cost and supplement construction funds. The City identified fourteen uncontrolled intersections citywide which have a history of pedestrian/bicycle related incidents. These intersections are excellent candidates for the installation of crossing upgrades to enhance pedestrian and bicyclists' safety. The crossing upgrades include painting of high visibility crosswalks and installation of pedestrian warning beacons. The pedestrian warning beacon for this project will be the Rapid Rectangular Flashing Beacon (RRFB) which has been approved by the Federal Highway Administration for use in California. Research has shown very high rates of motorists "yield to pedestrians" compliance with the RRFB, in comparison to much lower rates for standard round beacons. Staff evaluated several RRFB brands and has determined the Carmanah R920 system to best fit the project needs. The Carmanah system has the smallest profile and solar panel which is less visually intrusive for installation, in particular, for the four intersections within or adjacent to the Old Towne District. The installation within the Old Towne District features decorative fluted poles and bases consistent with the Old Towne theme. All other RRFB installation will be on 4- inch diameter smooth round poles and existing street light poles. The total construction cost estimate, including contingencies and construction engineering (15 %) is $253,000, while available construction funds is $238,200, a difference of $14,800. When bids are opened and actual prices are known, staff will make a recommendation on the award of contract including deletion of bid items or additional appropriation. 2 The project is categorically exempt from the provisions of CEQA Guidelines under Article 19 "Categorical Exemptions ", Section 15301 "Existing Facilities ", classifies this project as Class 1 (c) "Existing highways and streets.... ". The categorical exemption applies to the project because it involves adding safety signage, and striping to existing unsignalized intersections for the purpose of enhancing pedestrian safety. Caltrans has also determined the project is a Categorical Exclusion under NEPA requirements, specifically Section 106 compliance. The project will be advertised for bids on receipt of Caltrans' approval of the Request for Authorization for Construction (E76) required per program guidelines. The approval is expected by the end of August or early September. Construction is scheduled to be completed within thirty-five working days. 18.
