SR - AGR-3375.L - PLAN REVIEW AND FIELD INSPECTION SERVICES FOR BUILDING DIVISION1. SUBJECT
A consultant services agreement with CSG Consultants, Inc., a private consultant firm, to provide
plan review and field inspection services for the Building Division of the Community
Development Department.
2. SUMMARY
One of the goals of the Community Development Department is to provide timely and exemplary
service to the community and those involved in the construction trade. The Building Division has
a vacant Combination Building Inspector position and is experiencing a record number of
inspection requests. This agreement will augment our existing staff with the use of a professional
consultant for the next several months.
3. RECOMMENDATION
Approve and authorize the Mayor and City Clerk to execute a consultant services agreement with
CSG Consultants, Inc., with total compensation not to exceed $80,000.00.
4. FISCAL IMPACT
Funds in the amount of $80,000.00 are available in the following account of the Building
Division's budget: 100.6034.51780.00000 — Other Contractual Services. These funds are from
salary savings based on the vacancy noted above.

7. DISCUSSION and BACKGROUND
There continues to be a need for the services of CSG Consultants, Inc. to assist staff in maintaining
excellent response times with plan review and inspection of structures for compliance with local
ordinances and State laws pertaining to the building code. The most recent recruitment effort did
not yield enough satisfactory candidates for all the open positions, so there is currently one vacant
Combination Building Inspector position. The Building Division will be recruiting for this vacant
position however, it would be several months before a new Combination Building Inspector would
be available to begin working provided a suitable candidate is found.
In addition to the staff vacancy, the City is experiencing a high volume of development activity
that has increased the number of inspection requests to record levels. This agreement with CSG
Consultants, Inc. will assist staff during this busy period while the Building Division is not fully
staffed. It is important to note that this agreement is necessary for the Building Division to maintain
the one -day inspection request standard. The Building Division will continue to monitor inspection
activity and might request additional funding in the second half of the fiscal year if Santiago Hills
II or other major projects begin construction.
The funds for this agreement are from salary savings within the Community Development
Department. Staff recommends approval of the Consultant Services Agreement with CSG
Consultants, Inc.

City Manager Rick Otto clarified that this was a four -year agreement for landscape services
for 20 of the City's improved parks including Santiago Creek Trail.

ACTION: Awarded Consultant Services Agreement to Stantec Consulting Service, Inc. of
Irvine, CA, in an amount not to exceed $94,660; and authorized the Mayor and City Clerk
to execute the necessary documents on behalf of the City.
