SR - - AGREEMENT TO PURCHASE DESKOFFICER ONLINE REPORTING SYSTEM1. SUBJECT
Approve the agreement with Coplogic Inc., a LexisNexis Company (hereinafter, "LexisNexis ")
to authorize the purchase of the DeskOfficer Online Reporting System (DORS) for the fiscal
period July 1, 2016 through June 30, 2019.
2. SUMMARY
The Police Department is seeking to purchase a new public reporting system that enables
individuals to file non - emergency reports online. The DeskOfficer Online Reporting System is
needed to file reports in a more efficient and timely manner.
13. RECOMMENDATION / ACTIO
1. Authorize the appropriation of $40,550 from the Federal Asset Forfeiture Treasury Asset
Fund unreserved fund balance to expenditure account number 355.4011.55131.00000,
Federal Asset Forfeiture Treasury Asset Fund, Equipment
2. City Council to authorize the Mayor and City Clerk to execute the agreement with
LexisNexis on behalf of the City.

Upon appropriation, funds will be available to cover the cost of the DeskOfficer Online
Reporting System as follows:

Policy 6.1: Provide the Police Department with adequate personnel, equipment and state -of the
art- technology to effectively combat crime, meet existing and projected service demands, and
provide crime prevention programs. These resources should be provided prior to anticipated
needs.
17. DISCUSSION and BACKGROUND
Background
The Police Department does not have an online public reporting system that enables individuals
to file non - emergency reports. The absence of an online public reporting system takes valuable
time and resources from our dispatchers and officers that would otherwise be invested in other
critical areas.
Discussion
LexisNexis DeskOfficer Online Report System is an off -the -shelf citizen online police reporting
system. As a browser -based software system, it is easily accessible by the public and law
enforcement on any Internet enabled PC or mobile device. The online reporting system allows
the public to submit the following types of incidents: lost property, vehicle burglary, identity
theft, harassing phone call, theft, vandalism, hit & run, and vehicle tampering. Our Records
Management System provider (TriTech) has indicated there will be a fee for their assistance in
integrating Coplogic, we have included a contingency for this in the requested appropriation.
Furthermore, recommending approval of the DORS agreement between the Police Department
and LexisNexis in the amount of $40,550 and authorize the Mayor and the City Clerk to execute
the agreement on behalf of the City.
The agreement also includes an option for the City Manager, at the recommendation of the Chief
of Police, to extend the agreement for two additional terms of one year each. The remaining two
appropriations will be included as a budget decision package beginning in fiscal year 2017 -2018.
