SR - - PURCHASE OF AUTOMATED TACTICAL ANALYSIS OF CRIME SOFTWARE AND REGIONAL ANALYSIS AND INFORMATION DATA SHARING1. SUBJECT Approve the agreement with Bair Analytics, a LexisNexis Company (hereinafter, "LexisNexis ") to authorize the purchase of the Automated Tactical Analysis of Crime software, and Regional Analysis and Information Data Sharing module (ATACRAIDS) for the fiscal period July 1, 2016 through June 30, 2019. 2. SUMMARY The Police Department is seeking to purchase a new program to perform the function of Tactical Crime Analysis. ATAC will assist in the identification of patterns, data mining, analysis, predictive analytics, and communication of crime and statistical information. 3. RECOMMENDATION / ACTION Authorize the appropriation of $25,055 from the Federal Asset Forfeiture Treasury Asset Fund unreserved fund balance to expenditure account number 355.4011.55131.00000, Federal Asset Forfeiture Treasury Asset Fund, Equipment. 4. FISCAL IMPACT Upon appropriation, funds will be available to cover the cost of the analysis and data sharing system (ATACRAIDS) as follows: 355.4011.55131.00000 Federal Asset Forfeiture Treasury Asset Fund $25,055 5. STRATEGIC PLAN GOAL(S) 1 a. Provide for a Safe Community - Provide staffing and resources to deliver services that ensure public safety. 6. GENERAL PLAN IMPLEMENTATION Public Safety Goal 6.0 Provide public safety services of the highest quality. Policy 6.1: Provide the Police Department with adequate personnel, equipment and state -of the art- technology to effectively combat crime, meet existing and projected service demands, and provide crime prevention programs. These resources should be provided prior to anticipated needs. 7. DISCUSSION and BACKGROUND Background The police department's call and crime reporting data is maintained in Computer -Aided Dispatch (CAD) and Records Management System (RMS) programs and is extracted by the Crime Analyst and manually placed in desired reports. This is a labor intensive process for the analyst and leaves little time for predictive efforts. The police department is seeking a program that extracts this data automatically for rapid intelligence for crime suppression efforts. Discussion The LexisNexis ATACRAIDS program is a secure online dashboard that enables crime data sharing, pattern analysis, crime mapping, predictive analytics and reporting for law enforcement. Users can view, analyze and download crime and call data from the police department's Computer Aided Dispatch (CAD) and Records Management System (RMS) that is automatically extracted into the program. It also provides dashboard analytics, mapping and reports to help the Orange Police Department identify crime areas and resource allocation. Furthermore, the Police Department is requesting appropriation from the Federal Asset Forfeiture Treasury Asset Fund to purchase LexisNexis ATACRAIDS software and services as a sole source vendor. The agreement also includes an option for the City Manager, at the recommendation of the Chief of Police, to extend the agreement for two additional terms of one year each. The remaining two appropriations will be included as a budget decision package beginning in fiscal year 2017 -2018.
