SUMMARY Plans and specifications have been completed for the rehabilitation of Grove Avenue, Del Mar Avenue, and Park Lane, and the alley reconstruction of North Alley Grove, South Alley Grove, and Alley Highland under the FY16 CDBG Program. The project is ready to be advertised for bids. The Engineer's construction estimate is $470,000 including contingencies and staff cost. 3. RECOMMENDED ACTION Approve plans and specifications and authorize advertising for bids for the CDBG FY16 Alley and Street Improvements Project. 4. GENERAL PLAN IMPLEMENTATION Infrastructure Element Goal 3.0 Ensure adequate maintenance of public rights -of -way to enhance public safety and improve circulation. Policy 3.1: Continue to maintain and repair sidewalks and pavement surfaces on public rights - of -way. 17. DISCUSSION and BACKGROUND The Federal CDBG Program provides grant funds to enable eligible localities to upgrade Low and Moderate Income Areas within their jurisdictions. Based on 2010 Census data, designated areas within the City of Orange qualify for CDBG funds. Eligible activities include infrastructure upgrades such as street improvements. The following streets and alleys qualify for CDBG funds and have been selected for rehabilitation and reconstruction. 1) Grove Avenue Rehabilitation: Tustin Street to Highland Street 2) Del Mar Avenue Rehabilitation: Park Lane to Highland Street 3) Park Lane Rehabilitation: Meats Ave. to Del Mar Ave. 4) North Alley Grove Reconstruction: Grove Ave. to Highland Street 5) South Alley Grove Reconstruction: Grove Ave. to Highland Street 6) Alley Highland Reconstruction: Highland Street to Highland Street These streets and alleys were rated in the Citywide Pavement Management Program with a Pavement Condition Index (PCI) ranging from 16 -49 (out of a maximum score of 100) indicating the need for street rehabilitation and alley reconstruction. The scope of street rehabilitation, in general consists of, but is not limited to ADA compliant access ramps, localized removal and replacement of the existing pavement, asphalt concrete overlay, removal and replacement of failed sections of curb and gutter, driveways, sidewalks, cross gutters, spandrels, and adjustment of manholes and water valve covers to grade. The scope of alley reconstruction, in general consists of, but is not limited to complete removal and replacement of the existing pavement, driveways, cross gutters, and adjustment of manholes and water valve covers to grade. The current total project cost estimate is $470,000 including 10% contingencies and staff cost, while the available unencumbered balance is $480,028. At the time bids are received and actual bid prices are known, staff may request an additional appropriation, if necessary, to award the contract. The proposed project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) under CEQA guidelines Section 15301 "Existing Facilities" Class 1 (c). The CEQA Notice of Exemption will be filed with the County Recorder's Office upon Council's approval of the plans and specifications. The proposed project is also categorically excluded from the provisions of the National Environmental Policy Act (NEPA) under 24 CFR Section 58.35. Documentation of this determination is on file.
