SR - - DONATION1. SUBJECT Request to accept and appropriate into the City's revenue budget a $30,000 donation from the Orange Public Library Foundation (OPLF). 2. SUMMARY This $30,000 donation will be used to purchase items as requested by the Library's Management Team for enhanced public service. Acceptance of the revenue and its appropriation into the FY16 /17 budget are requested. 3. RECOMMENDATION 1) Accept into the City's revenue budget a $30,000 donation from OPLF, into revenue account number 100.2001.48390.19322 (Library Foundation Donations). 2) Authorize the appropriation of $30,000 into the following expenditure account numbers: 100.2001.53301.19322 - OPLF (Book Budget) $13,500 100.2004.55131.19322 - OPLF (Furniture & Machinery -Tech) $5,000 100.2016.53340.19322 — OPLF (Craft Supplies - Adult) $1,000 100.2016.55131.19322 - OPLF (Furniture & Machinery - Adult) $7,500 100.2017.51670.19322 — OPLF (Other Professional & Consulting) $3,000 $30,000 4. FISCAL IMPACT Upon appropriation of this donation, the Library budget will increase by $30,000. 5. STRATEGIC PLAN GOAL(S) 3. Enhance and promote quality of life in the community e. GENERAL PLAN IMPLEMENTATION 5.0 Meet the educational, cultural, civic, information, recreation, business, and life -long learning needs of residents through the provision of library resources. 5.4 Promote collaborations among community groups, educational institutions and the Public Library to enhance sharing of information, resources, and financial support for library facilities, services and programs. 7. DISCUSSION and BACKGROUND OPLF is donating $30,000 to meet various Library needs. The generous dollar amount coming from OPLF includes: • $9,000 for Fiction Books. Funds will purchase new popular and classic fiction books for all ages at the 3 libraries. • $3,000 for Digital Magazines. Funds will pay for a subscription renewal of the Library's Zinio digital magazine collection of approximately 130 titles. • $1,500 for Print Magazines. The Library is expanding its magazine subscriptions at the 3 libraries to help reinstate the collection back toward pre- Recession levels. Funds would purchase new magazine titles to meet community demand, including restoring children's magazine titles. • $5,000 for Public Laptops. Funds will be used to replace the 5 legacy laptops used in the El Modena Library Homework Center every day after school. • $1,000 for Author Visits. The Library has partnered with Book Carnival bookstore to host a series of book signings by bestselling mystery authors. Funds will pay for refreshments and supplies for several programs. • $7,500 for Furniture. Funds will purchase new, comfortable and attractive public seating for the El Modena Branch Library. • $3,000 for Children's Programs. The Library features special children's performers each week of its Summer Reading Club, such as magicians, musicians, and puppeteers. Funds will provide performers for the 2017 Summer Reading Club at the 3 libraries. The Orange Public Library will publicize OPLF's contributions in a variety of ways, including bookplates where appropriate, and credit for programming support on the Library's website, flyers, and calendars. 8. (A2100.0; Agr -6248) ACTION: Authorized the appropriation of $150,000 from the Liability unreserved fund balance to expenditure account number 740.0301.51600.00000 Liability -Legal Services; and approved and authorized the Mayor and City Clerk to execute the First Amendment to Attorney Services Agreement with Kutak Rock LLP. 3.8 Lease Agreement with the East Orange County Water District to ground lease the McPherson Resource Center located at 210 N. McPherson Road. (A2100.0; Agr -6366) ACTION: Approved the Lease Agreement between the City of Orange and East Orange County Water District; and authorized the Mayor to execute and the City Clerk to attest to the Lease Agreement on behalf of the City.
