1. SUBJECT
Resolution No. 10934 — A Resolution of the City Council of the City of Orange authorizing
submittal of application for payment programs and related authorizations. This authorizes the
submittal of application for Beverage Container Recycling programs.
2. SUMMARY
This resolution authorizes the City Council to direct staff to submit an application to California
Department of Resources Recycling and Recovery (CalRecycle) for the Fiscal Year 2015 -2016
Beverage Container Recycling Program Grant (Grant) application for potential funding.
3. RECOMMENDED ACTION
Approve Resolution No. 10934
4. FISCAL IMPACT
Upon the approval of the Grant application, revenue would be received and available in the
Sanitation and Sewer Fund. CalRecycle will disperse grant funds to California cities on a per -
capita basis based on population.

6. GENERAL PLAN IMPLEMENTATION
Infrastructure Element Goal 2.0 Reduce the amount of waste material entering regional landfills
with an efficient and innovative waste management program.
Policy 2.1: Provide sufficient levels of solid waste service throughout the community.
7. DISCUSSION and BACKGROUND
Resolution No. 10934 authorizes the City Council to direct staff to submit the application
regarding the Grant. In order to obtain the Grant from the State, an annual application is
required.
The City has received grants from CalRecycle's Beverage Container Recycling Program since
1999. With the use of this Grant, the City will continue to obtain the services of the Discovery
Science Center (DSC) and the Orange County Conservation Corps (OCCC). The City will
utilize the Grant to have OCCC perform maintenance of storm channels throughout the City, and
to provide litter reduction and recycling activities during the City's Third of July Celebration,
Ride Share Health Fair, Treelighting Celebration, Treats in the Streets, and other special events.
The City will also commit a portion of the Grant to continue to support the DSC Eco Challenge
Program, an interactive environmental exhibit that integrates different teaching practices to
acclimate sixth grade participants with techniques to protect the environment and promote
recycling. The program elements include a school assembly, take home assignments, teacher
professional development program, and a two -hour field trip to DSC to interact with
environmental exhibits.
Staff has completed the application for the Grant, and the City Council authorization of
Resolution No. 10934 will enable the submittal of the application by June 30, 2016.

RESOLUTION NO. 10934
A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ORANGE AUTHORIZING
SUBMITTAL OF APPLICATION FOR
PAYMENT PROGRAMS AND RELATED
AUTHORIZATIONS
WHEREAS, pursuant to Public Resources Code sections 48000 et seq., 14581, and
42023.1(g), the Department of Resources Recycling and Recovery (CalRecycle) has established
various payment programs to make payments to qualifying jurisdictions; and
WHEREAS, in furtherance of this authority, CalRecycle is required to establish
procedures governing the administration of the payment programs; and
WHEREAS, CalRecycle's procedures for administering payment programs require,
among other things, an applicant's governing body to declare, by resolution, certain
authorizations related to the administration of the payment program.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Orange
is hereby authorized to submit an application to CalRecycle for any and all payment programs
offered; and
BE IT FURTHER RESOLVED that the City Manager, or his designee, is hereby
authorized as Signature Authority to execute all documents necessary to implement and secure
payment; and
BE IT FURTHER RESOLVED that this authorization is effective until rescinded by
the Signature Authority or this governing body.
