General Plan Annual Progress Report to the State of California.
2. SUMMARY
California Government Code Section 65400 requires that cities submit an annual report on the
status of their General Plan and progress in its implementation to the Governor's Office of
Planning and Research and Department of Housing and Community Development in the spring
of each year.
3. RECOMMENDATION
Receive and file 2015 General Plan Annual Progress Report for submittal to the State by
Planning Division staff.
4. FISCAL IMPACT
None.
In recent years, submittal of annual General Plan and Housing Element reporting forms made the
City eligible to pursue and be awarded state grant funding for park capital projects that enabled
the City to replace the tot lot play equipment at Handy Park, purchase and install sail shades for
the tot lot at Belmont Park, and purchase and install exercise circuit equipment at Grijalva Park.
Staff is not aware of any state grant programs of a similar nature available at this time. However,
annual submittal of the General Plan and Housing Element Annual Report will maintain the good
standing the City has with the state should similar funding opportunities become available in the
future.

6. GENERAL PLAN IMPLEMENTATION
The item provides a review of overall General Plan implementation during calendar year 2015.
7. DISCUSSION and BACKGROUND
California Government Code Section 65400 requires that cities submit an annual report on the
status of their General Plan and progress in its implementation to the Governor's Office of
Planning and Research and Department of Housing and Community Development. Prior to
submittal to the state, the annual report must be presented to the City Council for review and
acceptance. As a procedural matter, staff took the annual report to the Planning Commission for
receipt and acceptance prior to the Council given the role of the Commission as one of the
"keepers" of the General Plan.
Over the course of 2015, the City continued to make progress on a number of General Plan
implementation items including:
• Rezoning of a portion of the Tustin - Chapman General Plan land use focus area to
establish General Plan/Zoning Consistency
• Completion of Sewer Line Replacement and relining in Old Towne
• Intersection signalization
• Critical Intersection improvement and design work
• Pedestrian and bicycle improvements
• Water well construction and pump station replacement
• Facilitating infill housing construction
• Supporting Community Housing Development Organization new construction
• Promotion of senior housing
• Coordination with Chapman University to address student housing issues
Additionally, a number of Capital Improvement Program projects and private development
projects have addressed certain Implementation Programs of the General Plan.
