SUBJECT: Sole source purchase of four Power Pro XT gurneys from Stryker Medical. 2. SUMMARY: The Fire Department is seeking the sole- source purchase of four Stryker Power Pro XT gurneys from Stryker Medical to replace aging gurney equipment in the field. 3. RECOMMENDED ACTION: 1. Authorize the transfer from 120.3022.56030.20105 (Auto Pulse Machine Replacement) to 120.3022.56032.20166 (CIP- Equipment Replacement EMS Gurneys) in the amount of $17,774. 2. Authorize the purchase of four Power Pro XT gurneys from Stryker Medical on a sole source basis. 4. FISCAL IMPACT: With approval of the transfer and adoption of the FY 2016 -17 budget, funds will be available as follows: 120.3022.56032.20166 (CIP- Equipment Replacement EMS Gurneys) $17,774 560.3022.56032.20166 (CIP- Equipment Replacement EMS Gurneys) $62,540 5. ITEM I Y A 6/14/16 Q Printed on Recycled Paper 6 GENERAL PLAN IMPLEMENTATION: Goal 3.0: Protect lives and property of Orange residents and businesses from urban and wildland fire hazards. Policy 3.8: Ensure that the Fire Department has sufficient capacity, stations, personnel, and equipment to meet growth needs in the City for fire protection and related emergency services. Goal 6.0: Provide public safety services of the highest quality. Policy 6.3 Provide and use up -to -date technology to improve crime prevention, fire suppression, and emergency services. 7. DISCUSSION and BACKGROUND: The Fire Department currently maintains and operates one emergency medical services (EMS) gurney for each of four front line and four reserve Rescue Ambulances for a total of eight gurneys. Capital Improvement Program (CIP) funding was approved in FY 2015 -16 for the purchase of two gurneys. Upon adoption of the FY 2016 -17 budget additional CIP funding will be available for the purchase of two additional gurneys. New gurney equipment will need to be compatible with the Power Load cot fastener system currently in place on new Rescue Ambulances. The combination of this new gurney equipment with the Power Load system provides for patient loading and unloading with a single button push. Due to the compatibility requirement and pricing increase for new gurney equipment, current CIP funding will not support the entire balance necessary for the gurney order. The Fire Department has identified remaining CIP funding from the April 2015 purchase of Auto Pulse Cardiac Support Pumps that may be utilized for the balance of the gurney order. Stryker Power Pro gurneys are used in conjunction with Auto Pulse equipment on all Rescue Ambulances in the City. The Fire Department will need to purchase all four gurneys beginning in late June 2016. This purchase will replace four gurneys which have reached the end of their ten year service life on reserve Rescue Ambulances. Stryker Medical is the sole source supplier for the Power Pro XT gurney model that is currently used by the Fire Department. Additionally, warranty service and repair is handed solely by Stryker Medical. 8. ATTACHMENTS: 1. Sole source letter from Stryker Medical. 2.
