Final Contract Change Order for Agreement No. 6253, Bid No. 145 -04; Left Turn Traffic Signal
Modifications for HSIPL -5073 (073) Chapman Ave and Hewes St (SP- 3854); HSIPL -5073 (075)
Tustin St and Mayfair Ave (SP- 3855); and HSIPL -5073 (076) Chapman Ave and Esplanade St
(SP- 3856).
2. SUMMARY
The Final Contract Change Order authorizes payment for extra work completed. The work
includes boring for additional conduits, removal of unforeseen obstructions, and removal of
miscellaneous items in conflict with construction. The total cost for this change order is
$32,766.58
3. RECOMMENDED ACTION
1) Approve Final Contract Change Order in the amount of $32,766.58 to JFL Electric, Inc. for
the extra work.
2) Approve the transfer of $5,000.00 from 263.5032.56100.20193 (Tustin/Mayfair Left Turn
Signal Modification) to 263.5032.56100.20190 (Chapman/Hewes Left Turn Signal
Modification).
3) Authorize the increase in purchase order expenditures on the following accounts:

7 DISCUSSION and BACKGROUND
The City Council awarded the three Federal Highway Safety Improvement Program (HSIP) Left
Turn Traffic Signal Modification Projects: Chapman Avenue and Hewes Street; Chapman Avenue
and Esplanade Street; and Tustin Street and Mayfair Avenue, to JFL Electric, Inc. on August 11,
2015.
During the course of construction for the traffic signal modifications on Chapman and Hewes and
Chapman and Esplanade intersections, several issues were encountered necessitating the change
order. These include boring additional conduits for the advance traffic loop detectors, removal of
unforeseen obstructions, and removal of miscellaneous items in conflict to allow for the
completion and ensure smooth operation of the traffic signal modifications.
The projects were budgeted to cover contingencies such as change orders. There is no need for
additional fund appropriations to the projects. The original contract amount was $631,514. This
Final Contract Change Order in the amount of $32,766.58, represents a 5.19% increase in the
construction contract to $664,280.58.
