Award of Bid Number 156 -40 — Purchase of Desktop Computer Monitors
2. SUMMARY
The City's computer monitors are over twelve years old and are nearing the end of their useful
lives. As such, the City issued a Request for Bid for 653 new computer monitors to replace the
existing inventory.
3. RECOMMENDED ACTION
Award Bid Number 156 -40 to Diltex Inc. of West Covina, California in the amount of
$70,124.63, and authorize the Mayor and City Clerk to execute the documents on behalf of the
City.

1 7. DISCUSSION and BACKGROUND
The City has an annual program to replace outdated personal computers (PC's) and related
equipment. Over the past several years, with the required upgrade to Windows 8. 1, the City's PC
inventory has been updated and is in good working condition. With that being the case, staff is
recommending replacement of our current computer monitor inventory.
The City had originally purchased computer monitors together with PC's approximately twelve
years ago. In subsequent replacements of PC's, it was not necessary to also replace those
monitors. The City's inventories of existing monitors are now at the end of their useful lives, as
failure rates have increased due to the advanced age of these monitors.
The current monitors are from Dell, have a 4:3 aspect ratio, and are 19 inches in size. Many
modern applications require a wider 16:9 ratio. In addition, staff often run several applications
simultaneously in order to perform their duties. The replacement monitors are 24 inches
diagonally, have the 16:9 aspect ratio, and have higher resolutions. Despite the larger screen size
and higher picture quality, the new monitors have a cost of under $100 per unit, before tax and
shipping. For comparison, the current monitors, when originally purchased, had a unit price of
approximately $500.
Bid Number 156 -40 for the purchase of 653 monitors was distributed to 21 suppliers and 9
responses were received. Vendors were allowed to bid on Dell (Model E2416H), Hewlett
Packard (Model 24uh), ASUS (Model VS248H -P), or Acer (Model R240HY).

With the lowest responsible bid, staff is recommending Diltex Inc. to fulfill the order with Dell
brand monitors. Diltex, located in West Covina, California, is a certified Dell Computer reseller
and has been in business for 17 years. During this period, they have serviced numerous federal,
state, and local government accounts and are highly rated for their customer service.
