1. SUBJECT
Award of Contract - Bid No. 156 -43; Lincoln Avenue and Tustin Street Critical Intersection
Improvements Project (SP- 3864).
2. SUMMARY
Bids for the Lincoln Avenue and Tustin Street Critical Intersection Improvements Project were
received and opened on June 2, 2016. Five bidders responded to the Notice Inviting Bids. The
apparent low bidder is All American Asphalt of Corona, CA in the amount of $515,515. The
total estimated construction cost for the Lincoln Avenue and Tustin Street Critical Intersection
Improvements Project including 15% for contingencies and construction engineering is
$592,842.
3. RECOMMENDED ACTION
Award the contract in the amount of $515,515 to All American Asphalt of Corona, CA and
authorize the Mayor and City Clerk to execute on behalf of the City.
4. FISCAL IMPACT
Funds are budgeted in the Capital Improvement Program and are available in the following
accounts:

problems and apply creative traffic management measures to improve overall circulation.
7. DISCUSSION and BACKGROUND
The Lincoln Avenue and Tustin Street intersection is a critical intersection as identified in the
City of Orange General Plan adopted by the City Council on March 9, 2010. The City of Orange
applied for and received funds through the Combined Transportation Funding Program for
Intersection Capacity Enhancement (CTFP -ICE) as administered by the Orange County
Transportation Authority (OCTA). The City has been approved for $541,140 from the program
for engineering, acquisition of right -of -way, and construction funds for the improvement of the
Lincoln Avenue and Tustin Street intersection.
The City Council previously approved advertisement for bids for the construction of this project
on May 10, 2016. The project was advertised on May 11, 2016 for three weeks, and bids were
opened on June 2, 2016. Eight bid proposals were sold, and five bidders responded as follows:

All American Asphalt is the apparent responsive low bidder. This contractor has performed
many projects for the City of Orange. Staff recommends that All American Asphalt be awarded
the contract in the amount of $515,515 for the Lincoln Avenue and Tustin Street Critical
Intersection Improvements Project.
The project will construct an additional eastbound Lincoln Avenue to northbound Tustin Street
dedicated left turn lane and a raised stamped concrete median on Lincoln Avenue, restripe
northbound Tustin Street to add an additional northbound -to- westbound Lincoln Avenue
dedicated left turn lane on Tustin Street, and pavement rehabilitation. This project will also
remove and reconstruct a sidewalk access ramp at the southwest corner of Tustin Street and

Lincoln Avenue, replace traffic signal poles, adjust utility covers to grade, new pavement striping
and traffic control. The existing water mains in the intersection of Tustin Street and Lincoln
Avenue are scheduled to be replaced as part of the larger Annual Pipeline Renewal Project in
early 2017. For cost saving and public convenience, the water mains within this intersection will
be replaced ahead of schedule as part of the Tustin/Lincoln Improvement Project. The scope of
work, in general, consists of utility potholing and installation of approximately 435 linear feet of
12" ductile iron pipe, including all necessary valves and fittings.
To reduce construction impacts, most of the construction activities will be performed at night
between the hours of 9:00pm- 5:00am. Daytime working hours will be between 8:30am- 3:30pm
with one lane open in each direction, and two lanes will be maintained in each direction during
peak commute times.
The total estimated construction cost including 15% for contingencies and construction
engineering is $592,842.
The construction is scheduled to begin in July 2016 and is expected to be completed within one
hundred twenty calendar days.
