SUBJECT Award of Contract - Bid No. 156 -39; SP -3956; Concrete Street Rehabilitation at Various Locations, Fiscal Year 2015 -16. 2. SUMMARY Bids for Concrete Street Rehabilitation at Various Locations were opened on June 2, 2016. Twelve bidders responded to the Notice Inviting Bids. The apparent responsive low bidder is EBS General Engineering, Inc. of Corona, CA in the amount of $574,850. 3. RECOMMENDED ACTION 1. Reject the bid received from the first apparent low bidder, CT & T Concrete Paving, Inc. of Diamond Bar, CA, on the basis that the bid was not responsive. 2. Award the contract in the amount of $574,850 to EBS General Engineering, Inc. of Corona, CA and authorize the Mayor and City Clerk to execute the necessary documents on behalf of the City. 4. FISCAL IMPACT Funds are budgeted in the Capital Improvement Program and are available in the following accounts: 272.5011.56330.13120 (Local Street Maintenance) $ 800,000 5. GENERAL PLAN IMPLEMENTATION Infrastructure Element Goal 3.0 Ensure adequate maintenance of public rights -of -way to enhance public safety and improve circulation. Policy 3.1: Continue to maintain and repair sidewalks and pavement surfaces on public rights -of- way. 7. DISCUSSION and BACKGROUND This project is part of the Annual Street Maintenance activities, and is designed to prolong pavement life of city streets. This project will rehabilitate concrete pavement streets at various locations and will include reconstruction of damaged sidewalk, curb, and gutter. The rehabilitated pavement will have a longer service life and will provide a safe and smooth ride for the traveling public. Most of the concrete streets are located in the Old Towne area. Damaged concrete pavement will be replaced in sections. The streets selected for maintenance in accordance with our Pavement Management Plan, generally fall into the "poor to fair" category and require work at this time to prevent total pavement failure and more costly reconstruction in the future. The City Council previously approved advertisement for bids on April 12, 2016. The project was publicly advertised for three weeks. The bids were opened on June 2, 2016. Twelve bid proposals were sold and twelve bidders responded as follow: 1. CT & T Concrete Paving, Inc., Diamond Bar $ 462,250.00 2. EBS General Engineering, Corona $ 574,850.00 3. CJ Concrete Construction, Santa Fe Springs $ 580,225.00 4. Victor Concrete, Inc., Riverside $ 663,000.00 5. Nobest, Inc., Garden Grove $ 686,000.00 6. All American Asphalt, Corona $ 731,806.80 7. Pub Construction, Diamond Bar $ 777,777.00 8. Hillcrest Contracting, Inc., Corona $ 817,500.00 9. Hardy & Harper, Inc., Santa Ana $ 828,000.00 10. Minako America Corporation, Gardena $ 842,500.00 11. Los Angeles Engineering, Inc., Covina $ 879,550.00 12. Beador Construction Company, Inc., Corona $1,140,300.00 Upon review of bids received, staff determined that CT & T Concrete Paving, Inc. of Diamond Bar was not responsive and did not conform in all material respects to the specifications contained in the City's invitation to bid. Two addendums were issued for the Concrete Street Rehabilitation at Various Locations Project (FY 15 -16), and CT & T failed to signify receipt of all Addenda under the "Information Required of Bidder" form on Page 3 of the Proposal and used the incorrect Proposal Schedule when submitting their bid. EBS General Engineering, Inc. of Corona is the apparent responsive low bidder. This contractor has performed several project for the City of Orange. All projects were completed within project specifications and on schedule. Therefore, staff recommends that EBS General Engineering, Inc. ITEM 2 6/14/2016 Q Printed on Recycled Paper be awarded the contract in the amount of $574,850 for the Concrete Street Rehabilitation at Various Locations Project (FY 15 -16). The Engineer's Construction Cost Estimate is $600,000, which includes approximately 10% construction contingency. Construction is scheduled to begin in July 2016 and be completed within sixty calendar days. 8.
