1. SUBJECT
Award of Contract - Bid No. 156 -35; SP -3891; Arterial Pavement Management (APM): Katella
Avenue and Tustin Street Rehabilitation Projects.
2. SUMMARY
The bids for the Katella Avenue and Tustin Street Rehabilitation Projects were received and
opened on May 26, 2016. Four bidders responded to the Notice Inviting Bids. The apparent low
bidder is R.J. Noble Company, of Orange, CA for $2,084,903.50. The Engineer's original
estimate was $2,524,000 including contingencies and staff cost. The revised estimated total
project cost is $2,397,639 including 15% contingencies and staff cost.
3. RECOMMENDED ACTION
Award the contract in the amount of $2,084,903.50 to R.J. Noble Company, and authorize the
Mayor and City Clerk to execute the necessary documents on behalf of the City.
4. FISCAL IMPACT
Funds are budgeted in the Capital Improvement Program and are available in the following
accounts:

6. GENERAL PLAN IMPLEMENTATION
Infrastructure Element Goal 3.0 Ensure adequate maintenance of public rights -of -way to
enhance public safety and improve circulation.
Policy 3.1: Continue to maintain and repair sidewalks and pavement surfaces on public rights -
of -way.
7. DISCUSSION and BACKGROUND
The Arterial Pavement Management (APM) Program funded with Regional Surface
Transportation Program (RSTP) under the Moving Ahead for Progress in the 21S Century
Federal Transportation Act has been developed to address pavement maintenance in Orange
County.
The Public Works Department applied for the APM grant through OCTA and received $500,000
for the rehabilitation of Katella Avenue from Glassell Avenue to Tustin Street and $500,000 for
Tustin Street from Meats Avenue to Heim Avenue. Both of these roadways are in poor condition
and in need of rehabilitation.
These streets were rated in the Citywide Pavement Management Program with a Pavement
Condition Index (PCI) ranging from 21 -73 (out of a maximum score of 100) indicating the need
for street rehabilitation. The scope of rehabilitation in general consists of, but is not limited to,
ADA compliant access ramps, localized removal and replacement of the existing pavement,
asphalt concrete overlay, removal and replacement of failed sections of curb and gutter,
driveways, sidewalks, cross gutters, spandrels, and adjustment of manholes and water valve
covers to grade.
The City Council previously approved advertisement for bids on April 12, 2016. The bid
solicitation was advertised on April 27, 2016 for a period of four weeks, and bids were opened
on May 26, 2016. The four received bids are as follows:

3) Hardy and Harper, Santa Ana ........ ............................... $ 2,266,000.00
4) Excel Paving Company, Long Beach ........................... $ 3,174,524.75
The revised estimated total project cost is $2,397,639, which includes the apparent low bid of
$2,084,903.50, and approximately 15% contingencies and staff cost.
Due to the extensive roadwork that will be performed, major traffic impact is expected. To help
reduce these traffic impacts, nighttime work will be carried out as much as possible and one lane
in each direction will be maintained during the hours of 9:00pm- 5:00am. Daytime working hours
will be between 8:30am- 3:30pm and two lanes will be maintained in each direction during peak
commute times.
The proposed project is categorically exempt from the provisions of the California
Environmental Quality Act (CEQA) under CEQA guidelines Section 15301 "Existing Facilities"
Class 1 (c). The CEQA Notice of Exemption has been filed with the County Recorder's Office.

Environmental Policy Act (NEPA) under 24 CFR Section 58.35. Documentation of this
determination is on file.
Construction is scheduled to begin in July 2016 and is expected to be completed within ninety
calendar days.
