1. SUBJECT
Amendment to City of Orange Agreement No. 5773 with Orange County Transportation Authority
(OCTA) to receive Senior Mobility Program (SMP) funding, and Agreement with Orange Elderly
Services (OES) for the administration and management of transportation services utilizing the
SMP funding for Orange senior citizens.
2. SUMMARY
The City Council is being asked to consider the approval of a five -year amendment for the City to
receive approximately $110,000 annually in SMP funds identified through Measure M2 sales tax
revenue for senior transportation. The draft amendment is scheduled for OCTA Board of Directors
review at their regularly scheduled meeting June 13, 2016. OES, through a companion agreement
with the City, will provide senior transportation services utilizing the SMP funds.
3. RECOMMENDED ACTION
1.) Approve amendment to City of Orange Agreement No. 5773 (Cooperative Agreement C -1-
2619 with OCTA) in substantially the form of the attached draft amendment;
2.) Approve Agreement Regarding Transportation Services with OES; and
3.) Authorize the Mayor and the City Clerk to execute the agreements on behalf of the City.

SMP monies to be received and expended in the proposed Fiscal Year 2016 -2017 (FY 17) budget
are as follows:

5.2 Recreational Programs and Facilities- Provide a range of high quality recreational facilities and
programming to serve a broad cross of section of residents including youth, seniors, young adults,
mature adults, and people with disabilities.
7. DISCUSSION and BACKGROUND
For many years, OES has offered transportation services for Orange residents to the Senior Center
for its congregate meal program. This service was coordinated, administered, and operated by
OCTA directly with OES, using Measure M sales tax revenue funds. The City's only involvement
in the program was a required 20% match of the cost of providing this service.
Effective July 2011, OCTA no longer coordinated the senior transportation program and entered
into a contract with the City of Orange to provide funds directly to the City for the services. The
SMP funds must be allocated through a local municipal agency and cannot be distributed directly
to a non - profit organization. Therefore, the City receives the funds through an agreement with
OCTA and through a separate but related agreement with OES reimburse OES on a monthly basis

for completed services provided by a contracted transportation provider. Approximately $110,000
in Measure M2 funds are received by the City annually for this program. In the past five years,
Community SeniorServ, a local non - profit which provides a meal program for Orange seniors
contributed the 20% match and it has not been necessary for the City to utilize City funds for this
match. This is not anticipated to change in FY17, however, the City must budget for the City
match in the event the SeniorSery funding is no longer available or is insufficient for the match.
OES will directly contract with an outside provider for transportation services for seniors 60 years
and older within Orange City boundaries. These services will be used for, but not limited to,
transporting seniors to the Orange Senior Center to attend the senior's congregate nutrition
program during the hours of 8:00 a.m. and 2:00 p.m. Eligible trips with SMP funds include Senior
Center activities, nutrition, medical, personal care and shopping. Trips will be provided Monday
through Friday, excluding holidays. OES will pay the contracted provider directly for senior
transportation services in an amount not to exceed the allocation of SMP funds provided by OCTA
and the City's 20% match.
OCTA may increase or decrease SMP funding based upon annual sales tax revenue. Over the past
four fiscal years, the City has received the following amounts:
FY 12 - $104,799.26
FY 13 - $104,918.52
FY 14 - $111,284.46
FY 15 - $116,909.26
Per the Cooperative Agreement with OCTA, the SMP funds must be used within a three year
period. OES and the City will continue to communicate and work closely to monitor available
funds for the program and ensure that all the requirements are met. The amendment term with
OCTA and the Agreement Regarding Transportation Services with OES are for a five year period
from July 1, 2016 through June 30, 2021.
The City Council is requested to approve the Amendment with OCTA in substantially the form of
the attached draft amendment, which is scheduled for consideration by OCTA Board of Directors
at their regular scheduled meeting on June 13, 2016. The Agreement Regarding Transportation
Services is anticipated to be approved by the OES Board of Directors at their regular scheduled
meeting on June 21, 2016.
