SUBJECT Agreement with Lyons Security Service Inc., for park security services in the amount not to exceed $70,000 per year. 2. SUMMARY To address ongoing issues with vandalism and criminal activity in the parks during non - operating hours, a pilot program utilizing private security services at Hart, El Camino, and Depot Parks was implemented in February 2016. This Agreement allows for continuation of this pilot program for Fiscal Year 2016 -2017 (FY 17) and includes renewal options at the same price for three additional one year terms. 3. RECOMMENDED ACTION Approve agreement and authorize the Mayor and City Clerk to execute on behalf of the City. 4. Policy 5.1: Maintain existing City parks at levels that provide maximum recreational benefit to City residents. 7. DISCUSSION and BACKGROUND Background Over the past few years, the City has experienced an increase in vandalism and illegal activity in some of the City's parks during non - operating hours. Vandalism such as graffiti, electrical wire theft, damaged doors, windows, bonfires, and even trees which have been cut down overnight, is costly and has a negative impact on the City's image and public enjoyment of the parks. Complaints have also been received from residents near some of the parks regarding illegal activity that occurs overnight when the parks are closed. A security presence in the parks acts as a deterrent to these behaviors and provides the City with an alternative to utilizing limited Orange Police Department resources as a deterrent for these issues. In February 2016, the City implemented a pilot program utilizing private park security services during non - operating hours at Hart Park and El Camino Park, and at the Depot Train Station during the morning and evening commute times. EES Security (EES) provided the services under a temporary, five month agreement while City staff evaluated the effectiveness of the program and determined the need to continue or expand the program. During this time, EES provided one guard for seven hours a night, seven nights a week. Initially the schedule focused exclusively at Hart Park, but eventually the program expanded to include El Camino Park based on complaints of illegal activity received from neighbors and park patrons, and at the Depot Train station as a result of complaints from train riders during the early morning and evening commute times. During the past few months, staff has noted a reduction in vandalism and illegal activity in the parks. Staff has received feedback from residents near Hart Park that the illegal activity has declined, and they are very appreciate of the program. Train riders have also provided feedback that they appreciate the guard presence and that they feel safer as a result. Discussion Based on the success of the pilot program, staff circulated an RFP for a longer term contract in an effort to continue the park security program. The RFP was sent to nine security service companies, and two proposals were received by the deadline on May 12, 2016, from EES and Lyons Security Inc. (Lyons). ITEM 2 6/14/2016 A panel of representatives from Community Services and the Orange Police Department evaluated the proposals. Both companies have been in business for over 25 years, have experience in providing security for governmental entities, and have excellent references. The main difference between the two proposals was cost. Lyons hourly cost is $19.77, which is 11 lower than EES hourly cost of $22. In addition, Lyons does not charge for split shift which requires driving from one site to another, while EES charges an additional $1.25 per hour. These differences in hourly costs is estimated to result in a 15% higher cost for EES overall. Lyons proposal also includes a marked company vehicle and a tracking system to verify the location of the guard while on patrol at no extra cost. On the basis of the proposal review, EES received a rating of 79 out of 100 points, and Lyons received 81.83 points. Following review of proposals, both companies were invited to interviews with Community Services staff. While EES has provided excellent service during the five -month pilot program, staff recommends an award of contract to Lyons. Lyons is located in Orange, has been in the security business for over 30 years, has provided similar services to other governmental agencies, with excellent references, and proposed a lower overall cost. The contract term is July 1, 2016 through June 30, 2017, with three options for one year renewals. The City Manager is authorized to approve the renewals based upon available funds and satisfactory service. The contract amount is not to exceed $70,000 per year. This amount will allow for a continuation of the seven hour shifts, seven nights a week, and would also provide up to $10,000 per year for additional services, should additional guards or an increase in hours or locations be needed. The scope of services for this contract also includes occasional guard services for facility rentals as needed. 8. ATTACHMENTS • Professional Services Agreement ITEM 3 6/14/2016
