1. SUBJECT
Award of Consultant Services Agreement to Joseph C. Truxaw and Associates, Inc. for
topographic survey and preparation of base plans.
2. SUMMARY
This Agreement authorizes the Consultant to provide topographic survey, research underground
utilities, and prepare base plans for future water main renewal projects at various locations within
the City.
3. RECOMMENDED ACTION
Award contract in the amount of $31,695 to Joseph C. Truxaw and Associates, Inc. and authorize
the Mayor and City Clerk to execute the necessary documents on behalf of the City.

6. GENERAL PLAN IMPLEMENTATION
Infrastructure Element Goal 6.0: Ensure water, sewer, and storm drain systems that meet the
needs of residents and businesses.
Policy 1.1: Provide sufficient levels of water, sewer, and storm drain service throughout the
community.
Economic Development Element Goal 6.0: Provide sufficient infrastructure to support
anticipated economic development and growth.
Policy 6.1: Provide public improvements to support commercial, industrial and institutional uses.
7. DISCUSSION and BACKGROUND
As part of the water main renewal program, the Water Division continuously monitors the
condition of the water mains and replaces high maintenance or deficient pipe annually. In order
for the Water Division staff to design the construction plans, topographic surveys and utilities
research must be completed and used as base plans. This Consultant Services Agreement will
authorize the selected consultant to conduct the survey, gather existing underground utilities
information, and prepare base plans for the design.
Request for Proposal was sent to five consultants with two responding as follows:

2 Kelsurveys, Inc. $35,130.00
The consultants were evaluated based on professional experience, quality of proposal, project
team, and the ability to follow project schedule. Upon reviewing the proposals, Joseph Truxaw
and Associates was determined to be the best qualified consultant to provide the topographic
survey service. Staff is recommending awarding of the contract to Joseph Truxaw and
Associates in the amount of $31,695.00.
