1. SUBJECT
Amended Consultant Services Agreement between the City of Orange and Code Consulting
Group, LLC, for Plan Review Services for Fiscal Year (FY) 2015 -16 and FY 2016 -17.
2. SUMMARY
The City Council is requested to approve an amended Consultant Services Agreement between
the City of Orange and Code Consulting Group for Fire Department plan review services in an
amount not to exceed $40,000. The Fire Department is requesting this approval to provide
funding for current and expected plan review expenditures prior to the end of FY 2015 -16. The
Fire Department is forecasting the same amount for FY 2016 -17. Plan review fees paid by the
builder offset the costs for plan review services.
3. RECOMMENDED ACTION
1. Approve the amended agreement between the City of Orange and Code Consulting Group.
Amount not to exceed $40,000. Authorize the Mayor and City Clerk to execute the agreement on
behalf of the City.
2. Authorize the Fire Department to increase the FY 2015 -16 purchase order amount from
$30,000 to $40,000 for Code Consulting Group.
3. Authorize the Fire Department to issue a blanket purchase order to Code Consulting Group
for a total not to exceed $40,000 for FY 2016 -17.

Upon approval, funds are budgeted and available to cover the cost of FY 2015 -16 remaining plan
review expenditures as follows:

6. GENERAL PLAN IMPLEMENTATION
Public Safety Goal 3.0: Protect lives and property of Orange residents and businesses from
urban and wild land fire hazards.
Policy 3.1: Continue to identify and evaluate new potential fire hazards and fire hazard areas.
7. DISCUSSION and BACKGROUND
Code Consulting Group, LLC is one of two plan review service providers for the Fire
Department. Plan review service providers are selected based on expertise, type of plan review
requested, service level and plan review processing time. Code Consulting Group has processed
an increased amount of the Fire Department's plan review service needs for FY 2015 -16. Due to
the increased amount of plan review services, the current purchase order amount has been
exhausted.
The Fire Department increased the purchase order amount for Code Consulting Group in March
2016 from $25,000 to $30,000. In order to process current and expected invoices for plan review
services beyond the existing agreement amount, the Fire Department is required to request both
City Council approval and an amendment to the consultant services agreement in place between
the City of Orange and Code Consulting Group. The attached First Amendment to Consultant
Services Agreement provides an increase of $10,000 to the previous agreement of $30,000 for a
total of $40,000.
Plan review service fees paid by builders initiating projects within the City offset the cost of plan
review consultant services. In FY 2015 -16 plan review /construction inspection revenue was
$130,798. The total expenditures for the Fire Department's two plan review service providers
were as follows:
