SUBJECT Agreement between the City of Orange and TriTech Software Systems for software upgrades and maintenance for the Police Department's computer aided dispatch and records management system (CAD /RMS) for FYI 7. 2. SUMMARY TriTech Software Systems is the vendor for the Police Department's CAD /RMS. The Consultant Services Agreement for software maintenance, for the period July 1, 2016 through June 30, 2017, will provide continued support and upgrade services for these systems. 3. RECOMMENDED ACTION Approve the Consultant Services Agreement between the City of Orange and TriTech Software Systems in the amount of $103,907.92 and authorize the Mayor and the City Clerk to execute the agreement on behalf of the City. 4. FISCAL IMPACT Funds are budgeted and will be available with the adoption of the FYI budget as follows: 100.4011.51780 (Administration - Other Contractual Services) $103,907.92 1 5. GENERAL PLAN IMPLEMENTATION Public Safety Goal 6.0 Provide public safety services of the highest quality. Policy 6.1: Provide the Police Department with adequate personnel, equipment and state -of the art- technology to effectively combat crime, meet existing and projected service demands, and provide crime prevention programs. These resources should be provided prior to anticipated needs. 7. DISCUSSION and BACKGROUND In 1999, the Police Department purchased CAD /RMS software from TriTech Software Systems then known by VisionAIR. Included in the original agreement was an option to purchase annual maintenance renewals. The renewals provide for continued support and upgrade services for these systems vital to the operation of the Department. As TriTech is proprietary software, non - renewal would effectively stop all hot - fixes, product updates and upgrades. Since this likely includes licensing, they could demand a cease and desist use of the product suite. The resulting switch to some other vendor of CAD /RMS products would be unrealistic and cost - prohibitive. During FYI 7, the Police Department will be researching other options for replacement of the dated CAD /RMS. A recent merger of TriTech and VisionAIR has resulted in solution for the field based reporting component. The Orange County Sheriff's Department is currently testing the TriTech designed field based reporting program, which is compatible with the existing RMS software. The police department is requesting the approval to renew the software maintenance for the current CAD /RMS software from TriTech Software Systems, while other options are considered.
